T\u00fcrkiye Cumhuriyeti\u2019nde de temelini \u2018T\u00fcrk gen\u00e7li\u011fi\u2019 ve \u2018Kemalist nesil\u2019 s\u00f6ylemlerinin olu\u015fturdu\u011fu nesil yeti\u015ftirme tart\u0131\u015fmalar\u0131 farkl\u0131 zamanlarda farkl\u0131 varyasyonlarla tekrar tekrar g\u00fcndeme gelmi\u015ftir. Son zamanlarda nesil ve gen\u00e7lik vurgusu \u00fczerinden bu tart\u0131\u015fmalar \u00f6nem kazanm\u0131\u015f, Ba\u015fbakan\u2019\u0131n \u015eubat 2012\u2019de \u2018Dindar nesil yeti\u015ftirece\u011fiz.\u2019 \u00e7\u0131k\u0131\u015f\u0131yla birlikte nesil yeti\u015ftirme konusu yeniden tart\u0131\u015f\u0131lmaya ba\u015flanm\u0131\u015ft\u0131r. A\u011f\u0131rl\u0131kl\u0131 olarak gen\u00e7 n\u00fcfusun kat\u0131l\u0131m g\u00f6sterdi\u011fi Gezi Park\u0131 eylemi s\u00fcrecinde de bu noktaya s\u0131k s\u0131k vurgu yap\u0131ld\u0131. Ba\u015fbakan\u2019\u0131n Atat\u00fcrk Havaalan\u0131\u2019nda yapt\u0131\u011f\u0131 konu\u015fmada \u2018Bu gen\u00e7lik, elinde bilgisayar\u0131 ile dola\u015fan bir gen\u00e7lik olacak. Gen\u00e7ler! Siz Ortado\u011fu&#8217;nun, Balkanlar\u0131n ve Afrika&#8217;n\u0131n \u00f6rnek gen\u00e7lerisiniz!\u2019 s\u00f6yleminden, Fethullah G\u00fclen\u2019in \u2018Ba\u015f\u0131bo\u015f nesiller yeti\u015fti. Enkaz halindeki neslin yeniden elden ge\u00e7irilmesine, restorasyona tabi tutulmas\u0131na ihtiya\u00e7 var\u2019 \u015feklinde ifade etti\u011fi a\u00e7\u0131klamaya kadar yap\u0131lan \u00e7o\u011fu konu\u015fmada \u201cnesil yeti\u015ftirme\u201d tart\u0131\u015fmalar\u0131n\u0131n izlerini g\u00f6rmek m\u00fcmk\u00fcnd\u00fcr. Son d\u00f6nemde gerek s\u00f6ylemlerle gerek at\u0131lan ad\u0131mlarla g\u00fcndeme gelen bu tart\u0131\u015fman\u0131n Osmanl\u0131\u2019daki ge\u00e7mi\u015fi nas\u0131ld\u0131 peki?<\/p>\n<p style=\"text-align: justify\"><i>Y\u00fczy\u0131llar Boyunca \u00c7ocukluk<\/i> kitab\u0131nda, Philippe Aries, Orta \u00c7a\u011f\u2019da \u00e7ocukluk diye bir d\u00f6nemin olmad\u0131\u011f\u0131n\u0131, bunun modern d\u00f6nemin bir olgusu oldu\u011funu belirtir. Avrupa\u2019da R\u00f6nesans ile \u00f6nem kazanmaya ba\u015flayan \u00e7ocukluk esas olarak 18. yy\u2019\u0131n sonunda Ayd\u0131nlanma d\u00f6nemi filozoflar\u0131n\u0131n katk\u0131lar\u0131yla dikkati \u00e7ekmeye ba\u015flar ve bu tarihten sonra da devlet politikalar\u0131nda \u00f6nemli bir yer edinir. Osmanl\u0131 \u0130mparatorlu\u011fu\u2019nda ise 19. yy \u00f6ncesi \u00e7ocukluk ile ilgili bilgi ve kaynaklar\u0131n k\u0131s\u0131tl\u0131 olmas\u0131na ra\u011fmen bu kavram genel anlamda bu y\u00fczy\u0131l\u0131n ortas\u0131nda kendini g\u00f6sterir. Bu anlamda, \u00e7ocuklu\u011fun devlet taraf\u0131ndan ele al\u0131n\u0131\u015f a\u00e7\u0131s\u0131na g\u00f6re \u00fc\u00e7 d\u00f6nemden bahsetmek m\u00fcmk\u00fcnd\u00fcr: Tanzimat D\u00f6nemi, \u0130kinci Abd\u00fclhamid D\u00f6nemi ve Me\u015frutiyet D\u00f6nemi.<\/p>\n<p style=\"text-align: justify\">C\u00fcneyd Okay, <i>Osmanl\u0131 \u00c7ocuk Hayat\u0131nda Yenile\u015fmeler: 1850-1900<\/i> adl\u0131 kitab\u0131nda Tanzimat\u2019a kadar \u00e7ocuklar\u0131n k\u00fc\u00e7\u00fck yeti\u015fkinler olarak alg\u0131land\u0131\u011f\u0131n\u0131 ve toplumda \u00e7ocuklar\u0131n yeti\u015fkinlerden farkl\u0131 gereksinimleri olduklar\u0131 y\u00f6n\u00fcnde bir bilincin olmad\u0131\u011f\u0131n\u0131 belirtir. Tanzimat\u2019\u0131n getirdi\u011fi reform ve modernizasyon hareketinden \u00e7ocuklar da etkilenmi\u015f ve \u00e7ocukluk Bat\u0131l\u0131la\u015fma d\u00fcsturu \u00fczerinden kurgulanm\u0131\u015ft\u0131r. Tekstilde \u00e7ocuk modas\u0131 ortaya \u00e7\u0131km\u0131\u015f, Paris, Viyana ve Milano\u2019dan elbise modelleri ve kuma\u015flar gelmeye ba\u015flam\u0131\u015ft\u0131r. Ey\u00fcp\u2019te \u00fcretilen oyuncaklar\u0131n yerini Avrupa\u2019dan getirilen oyuncaklar alm\u0131\u015ft\u0131r. \u00c7ocuk geli\u015fimi ve terbiyesi \u00fczerine kitaplar yaz\u0131lmaya ba\u015flanm\u0131\u015f, \u00e7ocuk edebiyat\u0131 ortaya \u00e7\u0131km\u0131\u015f ve yabanc\u0131 yazarlar\u0131n eserleri \u00e7evrilmi\u015ftir. \u00c7ocuk dergileri yay\u0131nlanm\u0131\u015ft\u0131r (1869 ile 1918 aras\u0131 36 farkl\u0131 \u00e7ocuk dergisi \u00e7\u0131km\u0131\u015ft\u0131r). Modern e\u011fitim sistemi kurulmu\u015f, bu sisteme uygun \u2018\u0130btidai, R\u00fc\u015ftiye ve \u0130dadi\u2019ler a\u00e7\u0131lm\u0131\u015f ve ilkokul zorunlu hale getirilmi\u015ftir. Sa\u011fl\u0131k sistemi de modernle\u015ftirilmi\u015f, \u00e7ocuk sa\u011fl\u0131\u011f\u0131 ayr\u0131 bir birim olarak olu\u015fturulmu\u015ftur. Bunlar\u0131n yan\u0131 s\u0131ra sosyal hayatta da Bat\u0131\u2019n\u0131n g\u00f6rg\u00fc kurallar\u0131 hakim olmaya ba\u015flam\u0131\u015f, \u00f6zellikle orta ve \u00fcst s\u0131n\u0131f ailelerin \u00e7ocuklar\u0131 bu kurallar \u00e7er\u00e7evesinde yeti\u015ftirilmi\u015ftir.<\/p>\n<p style=\"text-align: justify\">Tanzimat D\u00f6nemi\u2019ndeki bu yenile\u015fme hareketleri \u0130kinci Abd\u00fclhamid d\u00f6neminde de devam etmi\u015ftir. Bu d\u00f6nemde \u00e7ocuklar a\u00e7\u0131s\u0131ndan en \u00f6nemli geli\u015fme b\u00fcy\u00fck bir okulla\u015fma hamlesinin ba\u015flat\u0131lmas\u0131 olmu\u015ftur. Ay\u0131rca k\u0131zlar\u0131n e\u011fitimine de b\u00fcy\u00fck \u00f6nem verilmi\u015f ve k\u0131z \u00f6\u011frenciler i\u00e7in de bir\u00e7ok okul in\u015fa edilmi\u015ftir. K\u00fc\u00e7\u00fck \u00e7ocuklar i\u00e7in yuvalar (g\u00fcn\u00fcm\u00fczdeki kre\u015fler) a\u00e7\u0131lm\u0131\u015ft\u0131r. Sa\u011fl\u0131k a\u00e7\u0131s\u0131ndan en bilindik geli\u015fme \u015ei\u015fli Etfal Hastanesi\u2019nin in\u015fas\u0131 olmu\u015ftur. Bu d\u00f6nemde Abd\u00fclhamid b\u00fct\u00fcn imparatorlu\u011fun babas\u0131 olarak g\u00f6r\u00fcld\u00fc\u011f\u00fcnden Sultan\u2019a itaat \u00e7ocuklar a\u00e7\u0131s\u0131ndan \u00f6nem kazanm\u0131\u015ft\u0131r. Ayr\u0131ca bu d\u00f6nemde \u00f6nem kazanan \u0130slamc\u0131l\u0131k ak\u0131m\u0131 do\u011frultusunda bir nesil yeti\u015ftirilmesi ama\u00e7lanm\u0131\u015f, dergilerde ve ders kitaplar\u0131nda dini motifler artm\u0131\u015f ve Sultan\u2019a olan sadakatin Allah\u2019a olan sadakat anlam\u0131na geldi\u011fi benimsetilmi\u015ftir.<\/p>\n<p style=\"text-align: justify\">Me\u015frutiyet D\u00f6nemi\u2019ni \u00e7ocukluk tarihi a\u00e7\u0131s\u0131ndan ikiye ay\u0131rabiliriz: 1913\u2019e kadar olan d\u00f6nem ve bu d\u00f6nemden sonras\u0131. 1908-1913 aras\u0131nda \u00e7ocukluk yeniden yap\u0131land\u0131r\u0131lm\u0131\u015f ve vatanda\u015fl\u0131k temeli \u00fczerinden kurgulanm\u0131\u015ft\u0131r. Me\u015frutiyet\u2019in mottosu olan \u2018H\u00fcrriyet, E\u015fitlik ve Karde\u015filik\u2019 s\u00f6ylemi \u00e7ocuklara benimsetilmi\u015f, Sultan\u2019a ba\u011fl\u0131 bir nesil yeti\u015ftirme fikri reddedilmi\u015ftir. 10 Temmuz\u2019da Me\u015frutiyet\u2019in y\u0131ld\u00f6n\u00fcm\u00fc kutlamalar\u0131 \u00e7ocuklar\u0131n bu anlamda bilin\u00e7lenmelerini sa\u011flam\u0131\u015ft\u0131r. \u00c7ocuklar toplumun birer \u00f6znesi haline gelmi\u015f, imparatorlu\u011fun gelecek umudu onlara ba\u011flanm\u0131\u015ft\u0131r. 1913\u2019te Balkan Sava\u015f\u0131 yenilgisi imparatorluk i\u00e7erisindeki T\u00fcrk\u00e7\u00fcl\u00fck ak\u0131m\u0131n\u0131 g\u00fc\u00e7lendirmi\u015f, ayn\u0131 y\u0131l Bab-\u0131 Ali bask\u0131n\u0131 ile \u00fclkedeki tek iktidar oda\u011f\u0131 olan \u0130ttihat ve Terakki Cemiyeti de bu do\u011frultuda politikalar belirlemi\u015ftir. Bu politikalardan birisi de ulusal bir nesil yeti\u015ftirmek olmu\u015ftur. Bu nesil vatanperverlik duygusu ve T\u00fcrk milliyet\u00e7ili\u011fi alt\u0131nda yeti\u015ftirilmi\u015f, Balkanlar\u2019da kaybedilen topraklar\u0131 geri alma intikam\u0131 a\u015f\u0131lanm\u0131\u015ft\u0131r. \u00c7ocuklar art\u0131k asker olmu\u015f, oyunlar\u0131ndan giysilerine, dergilerinden kitaplar\u0131na onlar\u0131n zihinlerini militerle\u015ftirmeyi sa\u011flayacak her \u015fey bu misyona hizmet etmi\u015ftir. Okullarda beden e\u011fitimi ve izcilik \u00f6nem kazanm\u0131\u015ft\u0131r. Okul d\u0131\u015f\u0131nda da T\u00fcrk G\u00fcc\u00fc, Osmanl\u0131 G\u00fcc\u00fc gibi paramiliter gen\u00e7lik dernekleri kurulmu\u015ftur. Birinci D\u00fcnya Sava\u015f\u0131 s\u0131ras\u0131nda kurulan sava\u015fta yetim kalanlar\u0131 ve fakir \u00e7ocuklar\u0131 bar\u0131nd\u0131rmak ve beslemekle y\u00fck\u00fcml\u00fc Himaye-i Etfal Cemiyeti ve cemiyet taraf\u0131ndan a\u00e7\u0131lan yetimhaneler ulusal nesil yeti\u015ftirme politikas\u0131n\u0131 burada da devam ettirmi\u015ftir.\u00a0\u00a0\u00a0<\/p>\n<p style=\"text-align: justify\">G\u00f6r\u00fcld\u00fc\u011f\u00fc gibi, \u00fc\u00e7 d\u00f6nem de politik otoriteye ve imparatorlu\u011fa ba\u011fl\u0131l\u0131k, sosyal disiplin, \u00e7al\u0131\u015fkanl\u0131k ve d\u00fcr\u00fcstl\u00fck ortak de\u011ferler olsa da, her d\u00f6nem kendi ideal neslini yaratm\u0131\u015ft\u0131r. Tanzimat D\u00f6nemi\u2019ndeki modern \u00e7ocuk kurgusu Abd\u00fclhamid d\u00f6neminde \u0130slamc\u0131l\u0131k ak\u0131m\u0131n\u0131n, Me\u015frutiyet D\u00f6nemi\u2019nde ise a\u011f\u0131rl\u0131kl\u0131 olarak T\u00fcrk\u00e7\u00fcl\u00fck ak\u0131m\u0131n\u0131n etkisiyle yeniden kurgulanm\u0131\u015ft\u0131r.
