Dakka \u00dcniversitesi \u00f6\u011frencileri, 21 \u015eubat 1952\u2019de h\u00fck\u00fcmeti protesto etmek i\u00e7in b\u00fcy\u00fck bir g\u00f6steri d\u00fczenlediler. Polisin m\u00fcdahalesi \u00fczerine meydana gelen \u00f6l\u00fcmler, \u00fclkenin ba\u015fka b\u00f6lgelerinde de benzer g\u00f6sterileri tetikledi. H\u00fck\u00fcmet y\u0131llarca direndi, nihayet 1956 y\u0131l\u0131nda Bengalceye Urduca gibi resmi dil stat\u00fcs\u00fc verildi. Birle\u015fmi\u015f Milletler (BM), k\u00fclt\u00fcrel \u00e7o\u011fulculuk politikalar\u0131 uyar\u0131nca birden fazla dilin konu\u015fuldu\u011fu \u00fclkelerde, \u00e7ok dillili\u011fi te\u015fvik i\u00e7in \u00f6zel bir g\u00fcn se\u00e7meye karar verdi\u011finde, halen Pakistan\u2019da milli bayram g\u00fcn\u00fc olan 21 \u015eubat\u2019\u0131 se\u00e7ti.&nbsp;<\/p>\n\n\n\n<p>T\u00fcrkiye\u2019de ulusal d\u00fczeyde ise 1932\u2019de d\u00fczenlenen Birinci T\u00fcrk Dil Kurultay\u0131\u2019n\u0131n a\u00e7\u0131l\u0131\u015f g\u00fcn\u00fc olan 26 Eyl\u00fcl\u2019lerde&nbsp;<strong>Dil Bayram\u0131<\/strong>kutlamalar\u0131 yap\u0131l\u0131r.&nbsp;<\/p>\n\n\n\n<p><strong>Ana dil, ana dili, resmi dil nedir?<\/strong><\/p>\n\n\n\n<p>\u00d6nce s\u0131k kar\u0131\u015ft\u0131r\u0131lan bu kavramlar\u0131n ne oldu\u011funu hat\u0131rlatmak istiyorum. TDK s\u00f6zl\u00fc\u011f\u00fcne g\u00f6re&nbsp;<strong>ANAD\u0130L<\/strong>, zaman i\u00e7inde ses, bi\u00e7im ve anlam bak\u0131m\u0131ndan birbirinden az \u00e7ok farkl\u0131la\u015fm\u0131\u015f olan, kendisinden ba\u015fka diller veya leh\u00e7eler t\u00fcremi\u015f olan dildir. TDK, sadece Ana T\u00fcrk\u00e7e, Ana Altayca, Mo\u011folca, Latinceyi \u00f6rnek vermi\u015f. Bunlara \u00e7e\u015fitli dil ve leh\u00e7elere kaynakl\u0131k etmi\u015f K\u00fcrt\u00e7eyi de ekleyebiliriz.<\/p>\n\n\n\n<p>Yine TDK\u2019ya g\u00f6re&nbsp;<strong>ANAD\u0130L\u0130<\/strong>&nbsp;ise \u00e7ocu\u011fun ailesinden ve i\u00e7inde ya\u015fad\u0131\u011f\u0131 topluluktan edindi\u011fi dildir. TDK \u00f6rnek vermemi\u015f ama T\u00fcrk\u00e7e, K\u00fcrt\u00e7e, Ermenice, Rumca, Lazca, S\u00fcryanice, Ladino, Bo\u015fnak\u00e7a, \u00c7erkes\u00e7e\u2026 diye listeyi BM\u2019nin verdi\u011fi \u201cdil \u00f6be\u011fi\u201d rakam\u0131 olan 7-8 bine kadar uzatabiliriz.<\/p>\n\n\n\n<p><strong>RESM\u0130 D\u0130L<\/strong>&nbsp;ise bir \u00fclkede yasayla kabul edilen, e\u011fitim ve \u00f6\u011fretimde, resmi i\u015flemlerde vb. kullan\u0131lan ortak&nbsp;<em>dil.<\/em><\/p>\n\n\n\n<p><strong>UNESCO\u2019ya g\u00f6re d\u00fcnya dillerinin durumu<\/strong><\/p>\n\n\n\n<p>BM\u2019nin E\u011fitim, K\u00fclt\u00fcr ve Bilim \u00d6rg\u00fct\u00fc UNESCO\u2019ya g\u00f6re d\u00fcnya genelinde konu\u015fulan yakla\u015f\u0131k 7 bin dilin yar\u0131s\u0131 yok olma tehlikesi ile kar\u015f\u0131 kar\u015f\u0131ya idi. Kurum d\u00fcnya genelinde tehlikede olan 3000 kadar dili,&nbsp;<strong>Savunmas\u0131z<\/strong>&nbsp;(\u00e7o\u011fu \u00e7ocuk dili konu\u015fuyor, ancak bu dil kullan\u0131m\u0131 belirli alanlarla \u00f6rne\u011fin evle s\u0131n\u0131rl\u0131),&nbsp;<strong>Kesinlikle Tehlike Alt\u0131nda<\/strong>&nbsp;(\u00e7ocuklar art\u0131k evde dili \u2018ana dil\u2019 olarak \u00f6\u011frenmiyorlar),&nbsp;<strong>Son Derece Tehlike Alt\u0131nda<\/strong>&nbsp;(dil, b\u00fcy\u00fckanne ve b\u00fcy\u00fckbabalar ile daha ya\u015fl\u0131 nesiller taraf\u0131ndan konu\u015fulmakta; ebeveyn nesli dili anlayabilse de \u00e7ocuklar\u0131yla veya kendi aralar\u0131nda konu\u015fam\u0131yorlar),&nbsp;<strong>Kritik Derecede Tehlike Alt\u0131nda<\/strong>&nbsp;(en gen\u00e7 konu\u015fmac\u0131lar b\u00fcy\u00fckanne ve b\u00fcy\u00fckbabalar ile daha ya\u015fl\u0131 ki\u015filer ve onlar da dili k\u0131smen ve nadiren konu\u015furlar),&nbsp;<strong>Nesli T\u00fckenmi\u015f<\/strong>&nbsp;(art\u0131k konu\u015fan kalmad\u0131) \u015feklinde s\u0131n\u0131fland\u0131r\u0131yor.<\/p>\n\n\n\n<p>UNESCO\u2019ya g\u00f6re, sadece ge\u00e7en y\u00fczy\u0131lda 400\u2019den fazla dil yok oldu Kaybolan her dil, asla tamamen yerine konamayacak \u015fark\u0131lar\u0131, gelenekleri ve d\u00fcnyay\u0131 anlama bi\u00e7imlerini de beraberinde g\u00f6t\u00fcr\u00fcyor. \u0130nsanl\u0131k tarihinde derin izler b\u0131rakan Antik Yunanca, S\u00fcmerce, Akkadca, Hitit\u00e7e, Eski \u0130skandinavca, Latince veya Sanskrit\u00e7e \u00f6ld\u00fc ve uzmanlar bug\u00fcn konu\u015fulan yakla\u015f\u0131k 7.000 dilin neredeyse yar\u0131s\u0131n\u0131n bu y\u00fczy\u0131l\u0131n sonuna kadar yok olabilece\u011fi konusunda bizleri uyar\u0131yor.&nbsp; \u201cG\u00fcn\u00fcm\u00fczde binlerce dil tehlike alt\u0131nda ve bir\u00e7o\u011fu sadece bir veya iki nesil i\u00e7inde yok olabilir\u201d diyor.&nbsp;<\/p>\n\n\n\n<p>Bir dili tehlikeye sokan pek \u00e7ok fakt\u00f6r var. G\u00f6\u00e7, kentle\u015fme ve k\u00fcreselle\u015fme, insanlar\u0131 e\u011fitim, i\u015f ve medya i\u00e7in bask\u0131n dilleri benimsemeye te\u015fvik eder. S\u00f6m\u00fcrgele\u015ftirme ve zorla asimilasyon gibi tarihi olaylar da daha az bilinen dillerin kenara itilmesinde b\u00fcy\u00fck rol oynar. G\u00fcn\u00fcm\u00fczde bunlar\u0131n 18\u2019i yok oldu veya yok olma tehlikesi alt\u0131nda. \u00d6rne\u011fin Kapadokya Yunancas\u0131, Mlahso dili (Lice-Kam\u0131\u015fl\u0131 civar\u0131nda konu\u015fuluyor) ve bir Kafkas dili olan Ub\u0131h\u00e7a art\u0131k \u201c\u00f6l\u00fc\u201d diller kategorisinde yer al\u0131yor. Abazaca, Hem\u015fince, Lazca, Pontus Yunancas\u0131, Romani (\u00c7ingene dillerinden biri), Suret (S\u00fcryanice\u2019ye benziyor) ve Bat\u0131 Ermenicesi \u201ctehlikede\u201d; Gagavuzca ve \u0130spanya k\u00f6kenli Yahudilerin konu\u015ftu\u011fu Ladino ve Mardin-Midyat b\u00f6lgesinde konu\u015fulan Turoyo dilleri \u201cciddi tehlikede\u201d; Siirt-Pervari\u2019de konu\u015fulan Hertevin dili \u201ckritik durumda\u201d yer al\u0131rken, Abhazca, Adige, Kabar-\u00c7erkes dilleri ve Zazaki (Zazaca) \u201chassas durumda\u201d kategorisinde bulunuyor. Sevindirici haber ise \u015fu: Cumhuriyet tarihi boyunca a\u011f\u0131r asimilasyona tabi tutulmas\u0131na ra\u011fmen K\u00fcrt\u00e7enin hala ayakta kalmas\u0131. Buna g\u00f6re 11.77.810 ki\u015finin anadili T\u00fcrk\u00e7e, 1.184.446 ki\u015finin anadili K\u00fcrt\u00e7e, 134.273 ki\u015finin anadili Arap\u00e7a, 119.822 ki\u015finin anadili Rumca, 95.901 ki\u015finin anadili \u00c7erkes\u00e7e, 68.900 ki\u015finin anadili Yahudice, 64.745 ki\u015finin anadili Ermenice, 21.774 ki\u015finin anadili Arnavut\u00e7a, 20.554 ki\u015finin anadili Bulgarca, 11.465 ki\u015finin anadili Tatarca idi. Ara not: \u201cYahudice\u201d derken yanl\u0131\u015fl\u0131k yapt\u0131\u011f\u0131m\u0131 sanmay\u0131n. Say\u0131mda b\u00f6yle sorulmu\u015ftu. Bu say\u0131mda 23.238 ki\u015finin de Pomak\u00e7a konu\u015ftu\u011fu tespit edilmi\u015f ki, bu grubun 1927 say\u0131m\u0131nda \u201cBulgarca\u201d ba\u015fl\u0131\u011f\u0131 alt\u0131nda topland\u0131\u011f\u0131 anla\u015f\u0131l\u0131yor. Bu say\u0131mda yeni eklenen ba\u015fl\u0131klardan biri olan Abazacay\u0131 4.563 ki\u015fi, Bo\u015fnak\u00e7ay\u0131 17.627 ki\u015fi, G\u00fcrc\u00fcceyi 34.330 ki\u015fi, Lazcay\u0131 26.007 ki\u015finin, Zazacay\u0131 da 150.645 ki\u015finin konu\u015ftu\u011fu tespit edilmi\u015fti.&nbsp;<\/p>\n\n\n\n<p>Yukarda \u201canadillerin son kez 1965 say\u0131m\u0131nda soruldu\u011funu\u201d s\u00f6yledim ama baz\u0131 uzmanlara g\u00f6re daha sonra da sorulmu\u015f ancak sonu\u00e7lar\u0131 a\u00e7\u0131klanmam\u0131\u015ft\u0131. Nitekim 1985 say\u0131m\u0131ndan \u00f6nce D\u0130E memurlar\u0131 i\u00e7in haz\u0131rlanan e\u011fitim kitap\u00e7\u0131\u011f\u0131nda K\u00fcrt\u00e7e\u2019nin anadiller aras\u0131nda yer almas\u0131 \u00fczerine aralar\u0131nda D\u0130E Ba\u015fkan\u0131 da olmak \u00fczere 1985 N\u00fcfus Say\u0131m Komitesi\u2019nin 12 \u00fcyesinin tamam\u0131&nbsp;\u201cb\u00f6l\u00fcc\u00fck yapmak, \u201cSol fikirlere hizmet etmek\u201d gibi su\u00e7lamalarla DGM\u2019ye sevkedilmi\u015flerdi. Maddesinde&nbsp;<strong>\u201cT\u00fcrkiye Devleti, \u00fclkesi ve milletiyle b\u00f6l\u00fcnmez bir b\u00fct\u00fcnd\u00fcr. Dili T\u00fcrk\u00e7edir\u2026\u201d<\/strong>&nbsp;denmekle kal\u0131nmad\u0131, \u201cE\u011fitim ve \u00d6\u011frenim Hakk\u0131 ve \u00d6devi\u201d ba\u015fl\u0131kl\u0131 b\u00f6l\u00fcmde&nbsp;<strong>\u201cT\u00fcrk\u00e7eden ba\u015fka hi\u00e7bir dil, e\u011fitim ve \u00f6\u011fretim kurumlar\u0131nda T\u00fcrk vatanda\u015flar\u0131na ana dilleri olarak okutulamaz ve \u00f6\u011fretilemez. E\u011fitim ve \u00f6\u011fretim kurumlar\u0131nda okutulacak yabanc\u0131 diller ile yabanc\u0131 dille e\u011fitim ve \u00f6\u011fretim yapan okullar\u0131n tabi olaca\u011f\u0131 esaslar kanunla d\u00fczenlenir\u201d<\/strong>&nbsp;denildi. Dahas\u0131 anayasa metnine son \u015feklini veren darbeci generallerin olu\u015fturdu\u011fu Milli G\u00fcvenlik Konseyi, resmi dile ili\u015fkin h\u00fckm\u00fc de i\u00e7eren 3. maddeyi&nbsp;<strong>\u201cde\u011fistirilemez ve de\u011fi\u015ftirilmesi teklif dahi edilemez\u201d<\/strong>&nbsp;maddeler i\u00e7ine alarak, konuyu tart\u0131\u015fmaya tamamen kapad\u0131. Bu da yetmeyince 19 Ekim 1983 tarihinde kabul edilen&nbsp;<strong>T\u00fcrk\u00e7eden Ba\u015fka Dillerle yap\u0131lacak Yay\u0131nlar Hakk\u0131nda Kanun<\/strong>&nbsp;ile \u201cT\u00fcrk vatanda\u015flar\u0131n\u0131n dilinin T\u00fcrk\u00e7e oldu\u011fu\u201d, \u201cT\u00fcrk Devleti taraf\u0131ndan tan\u0131nm\u0131\u015f bulunan devletlerin birinci resm\u00ee dilleri d\u0131\u015f\u0131ndaki herhangi bir dille d\u00fc\u015f\u00fcncelerin a\u00e7\u0131klanmas\u0131, yay\u0131lmas\u0131 ve yay\u0131nlanmas\u0131n\u0131n yasak oldu\u011fu\u201d, bu yasa\u011f\u0131 \u00e7i\u011fneyenlerin alt\u0131 aydan \u00fc\u00e7 y\u0131la kadar hapis ve \u00e7e\u015fitli para cezalar\u0131na \u00e7arpt\u0131r\u0131laca\u011f\u0131 belirtildi. Halbuki bu do\u011fru de\u011fil. \u00d6rne\u011fin T\u00fcrkiye\u2019nin \u00fcniter devlet modeli olarak kendine en yak\u0131n g\u00f6rd\u00fc\u011f\u00fc Fransa\u2019da halk\u0131n y\u00fczde 80\u2019i (59 milyonu) Frans\u0131zca, 7 milyonu Oksitanca, 800 bini Bretonca, 100 bini Bask\u00e7a, 90 bini Flamanca, 85 bini Korsika dilini konu\u015fuyor. 2001\u2019de \u201cFrans\u0131zca Dili ve Fransa Dilleri Genel Delegasyonu\u201d olu\u015fturuldu ve \u201cFransa Dilleri terimiyle kastedilen, Cumhuriyet topraklar\u0131nda Fransa yurtta\u015flar\u0131nca geleneksel olarak konu\u015fulan ve hi\u00e7bir devletin resmi dili olmayan, b\u00f6lge veya az\u0131nl\u0131k dilleridir\u201d tan\u0131m\u0131 yap\u0131ld\u0131. Buna g\u00f6re \u201cB\u00f6lgesel Fransa Dilleri\u201d (Les langues r\u00e9gionales de France) 10 tane olup bunlar (T\u00fcrk\u00e7e okunu\u015flar\u0131 ile) Alsas dili, Bask dili, Breton dili, Bat\u0131 Flamanca, Frankoprovansal dili, Katalan dili, Korsika dili, Mozel Fransik dili, Oy dilleri, Ok dilleri (Oksitan). \u201cB\u00f6lgesel Olmayan\u201d (Non-territorial) Fransa Dilleri 6 adet: (T\u00fcrk\u00e7e okunu\u015flar\u0131yla) Bat\u0131 Ermenicesi, Berberce, Diyalektal Arap\u00e7a, Judeo-\u0130spanyol dili, Romani (\u00c7ingene) dili, Yidi\u015f (Yahudi) dili. \u201cDeniza\u015f\u0131r\u0131 Diller\u201d ile birlikte toplam \u201cFransa Dili\u201d say\u0131s\u0131 75\u2019e ula\u015fmakta.<\/p>\n\n\n\n<p>\u0130talya\u2019da \u0130talyanca (Italiano) resmi de\u011fil, \u201cde facto\u201d dil ama onunla birlikte \u00fclkede toplam 25 dil konu\u015fulmakta. \u00d6rne\u011fin Sardunya\u2019da Sard dili, G\u00fcney Tirol\u2019de Almanca, Aosta Vadisi\u2019nde Frans\u0131zca, Venedik\u2019te Slovence gibi\u2026<\/p>\n\n\n\n<p>\u0130spanya\u2019da \u201cKastilyan dili (\u0130spanyolca, Espa\u00f1ol veya castellano) devletin resmi dili.
