Bir tarihi vakan\u0131n \u00e7arp\u0131t\u0131lmas\u0131, karart\u0131lmas\u0131 ve siyaseti dizayn i\u00e7in kullan\u0131lmas\u0131 anlam\u0131nda, benzerine az rastlanan bir \u00f6rnektir 1925 Hadisesi.<\/p>\n<p>T\u00fcrk e\u011fitim sistemine maruz kalm\u0131\u015f her ki\u015fi, tarihten maluld\u00fcr. Yani tarihen sakat, hasta ve kusurludur. Bunu kimseyi su\u00e7lamak i\u00e7in de\u011fil, resmi tarihin bitmez t\u00fckenmez ezberlerinin insanlar\u0131n dima\u011flar\u0131nda yaratt\u0131\u011f\u0131 tahribat\u0131 ve tahrifat\u0131 ifade edebilmek i\u00e7in belirtiyorum.<\/p>\n<p>Resmi tarih kendini tahkim i\u00e7in say\u0131s\u0131z araca sahiptir. Bilgi ve belge tekeli elindedir ve sadece onlar\u0131n g\u00f6sterdi\u011fi kadar\u0131n\u0131 bilir ve g\u00f6r\u00fcr\u00fcz. Ola ki g\u00f6r\u00fclmesi istenmeyen bir belgeyi g\u00f6rd\u00fcn\u00fcz veya elde ettiniz hemen onu tasnif d\u0131\u015f\u0131 tutar, ara\u015ft\u0131rmac\u0131n\u0131n da bir daha yak\u0131n\u0131na yakla\u015fmas\u0131na m\u00fcsaade etmez. Bazen bir belgenin yirmi y\u0131l pe\u015fine d\u00fc\u015fmeniz gerekir, bazen sanki su\u00e7 i\u015flemi\u015fsiniz gibi ald\u0131\u011f\u0131n\u0131z bir evrak nedeniyle mahreminize kadar girilip su\u00e7lu ilan edilirsiniz.<\/p>\n<p>Mevzuya has diyecek olursam, \u00fczerinden y\u00fczy\u0131l ge\u00e7mi\u015f olmas\u0131na ra\u011fmen (ki devletlerin gizlilik kural\u0131na g\u00f6re \u00fczerinden elli y\u0131l ge\u00e7en evraklar kamuoyuna a\u00e7\u0131klan\u0131r) \u015eeyh Said Hadisesine dair evrak\u0131n g\u00fcn y\u00fcz\u00fc g\u00f6rm\u00fc\u015f olanlar\u0131 y\u00fczde be\u015fi bile bulmaz. Cibranl\u0131 Halid Bey ve arkada\u015flar\u0131n\u0131n yarg\u0131land\u0131klar\u0131 Bitlis Divan-\u0131 Harp yarg\u0131lamalar\u0131 ve kararlar\u0131na dair bug\u00fcne dek bir tek evrak ortaya \u00e7\u0131km\u0131\u015f de\u011fil. \u015eark \u0130stiklal Mahkemesine dair k\u0131smen baz\u0131 evraklar yay\u0131nlanm\u0131\u015fsa da \u00e7ok yetersiz. D\u00f6nemin yaz\u0131\u015fmalar\u0131, devlet kurumlar\u0131n\u0131n raporlar\u0131, \u00f6zellikle Cumhurba\u015fkanl\u0131\u011f\u0131 Ar\u015fivi ve askeri tarih ar\u015fivi hala kapal\u0131. Kapal\u0131 derken, sadece makbul kabul edilen ki\u015filere (\u00e7o\u011funlukla resmi tarih\u00e7ilere) a\u00e7\u0131k.<\/p>\n<p><strong>Tarihi karartmak<\/strong><\/p>\n<p>T\u00fcrkiye\u2019de resmi tarih, ger\u00e7ekleri \u00e7arp\u0131tmak, ters-y\u00fcz etmek ve karartmakla g\u00f6revli k\u0131l\u0131nm\u0131\u015ft\u0131r. B\u00f6yle oldu\u011fu i\u00e7in on y\u0131llarca K\u00fcrt diye bir halk, ulus yoktur, K\u00fcrtler asl\u0131nda T\u00fcrk\u2019t\u00fcr diyebildi. Yada Cumhuriyetin kurucu akt\u00f6r\u00fc Mustafa Kemal\u2019in konu\u015fmalar\u0131na sans\u00fcr getirdi, y\u0131llarca gizledi. Siyasetin emir kulu gibi onun \u00e7\u0131karlar\u0131 do\u011frultusunda, olmayan \u015feyleri var gibi g\u00f6sterebildi. Bu \u00e7arp\u0131tma ve karartma \u00fczerinden muktedirlerin muhaliflerini tasfiye ederek, rejimin kendisini tahkim etmesine hizmet etti.<\/p>\n<p>Bu anlamda \u015eeyh Said Hadisesi, erken cumhuriyet d\u00f6neminde sistemin kendi iktidar\u0131n\u0131 kurumsalla\u015ft\u0131rmas\u0131 ve tek\u00e7i bir ulus devlet in\u015fas\u0131nda \u00e7ok ama\u00e7l\u0131 ve i\u015flevsel bir \u015fekilde kullan\u0131lm\u0131\u015ft\u0131r. \u0130syan gerek\u00e7esiyle \u00e7\u0131kar\u0131lan Takrir-i S\u00fck\u00fbn Kanunu, Kanuna istinaden kurulan \u0130stiklal Mahkemeleri ve H\u0131yanet-i Vataniye Kanunu\u2019na eklenen \u201cirtica\u201d maddesiyle ba\u015fta K\u00fcrtler olmak \u00fczere b\u00fct\u00fcn muhalefeti, farkl\u0131l\u0131klar\u0131 yok etmeyi hedefleyen bir siyaset izlenmi\u015ftir. \u0130syan bahanesiyle elde etti\u011fi bu yetkilerle b\u00fct\u00fcn \u00fclke \u201cmezar sessizli\u011fine\u201d b\u00fcr\u00fcn\u00fcrken ad\u0131m ad\u0131m \u201cTek Parti Diktat\u00f6rl\u00fc\u011f\u00fc\u201d in\u015fa edilmi\u015ftir.<\/p>\n<p>Resmi tarih elbette, 1925\u2019te bu ya\u015fananlarla birlikte K\u00fcrtlerin ink\u00e2r edilerek, T\u00fcrkiye\u2019de muhalefetin nefes almas\u0131na imk\u00e2n tan\u0131mayan, \u0131rk\u00e7\u0131, tek\u00e7i bir diktat\u00f6rl\u00fc\u011f\u00fcn in\u015fa edildi\u011fini yazmad\u0131. Gen\u00e7 cumhuriyeti devirmek isteyen m\u00fcrtecilerin, yabanc\u0131 devletlerle i\u015fbirli\u011fi i\u00e7erisinde, onlar\u0131n ama\u00e7lar\u0131na hizmet ederek rejimi devirmeye \u00e7al\u0131\u015ft\u0131klar\u0131n\u0131 buyurdu. \u015eeriat\u0131 geri getirmek isteyen, k\u00fc\u00e7\u00fck saltanatlar\u0131n\u0131, feodal \u00e7\u0131karlar\u0131n\u0131 korumak i\u00e7in halk\u0131 i\u011ffal eden, gerici unsurlar diye damgalad\u0131. Rejimi de bu gericili\u011fe kar\u015f\u0131 medeniyetin timsali gibi sundu. Medeniyet s\u00f6ylemiyle g\u00f6r\u00fclmemi\u015f bir ink\u00e2rc\u0131l\u0131\u011f\u0131, bask\u0131y\u0131, \u015fiddeti, k\u0131y\u0131m\u0131, zorbal\u0131\u011f\u0131 me\u015frula\u015ft\u0131rd\u0131.<\/p>\n<p>S\u00f6z\u00fc uzatmadan resmi tarihin \u015eeyh Said Hadisesiyle ilgili yalanlar\u0131na birka\u00e7 ba\u015fl\u0131kta de\u011finelim:<\/p>\n<p><strong>Ger\u00e7ek Neden: \u0130nk\u00e2ra tepki<\/strong><\/p>\n<p>Resmi tarih, Hadise\u2019nin ortaya \u00e7\u0131k\u0131\u015f\u0131n\u0131n ger\u00e7ek sebeplerini hep gizlemek istemi\u015ftir. Ger\u00e7ek sebeplerin g\u00f6r\u00fcnmez k\u0131l\u0131nmas\u0131n\u0131n en kolay yolu da s\u0131k\u00e7a ba\u015fvuruldu\u011fu gibi su\u00e7u \u201cd\u0131\u015f mihraklara\u201d havale etmektir. Y\u00fczy\u0131ld\u0131r Hadise\u2019nin faturas\u0131n\u0131 \u0130ngilizlere kesmelerine ra\u011fmen bir tane belge ortaya koyabilmi\u015f de\u011fil \u201ctarih\u00e7iler ordusu\u201d. Bu arada vakan\u0131n do\u011frudan i\u00e7inde olan ve operasyonu bizzat y\u00f6neten d\u00f6nemin Ba\u015fbakan\u0131 \u0130smet \u0130n\u00f6n\u00fc\u2019n\u00fcn itiraflar\u0131na ra\u011fmen yazmaktan, s\u00f6ylemekten vazge\u00e7mediklerini de ifade etmek gerekir. \u0130n\u00f6n\u00fc, Hat\u0131ralar\u0131\u2019nda aynen \u015f\u00f6yle s\u00f6yler: \u201c\u015eeyh Said isyan\u0131n\u0131 do\u011frudan do\u011fruya \u0130ngilizlerin haz\u0131rlad\u0131\u011f\u0131 veya meydana \u00e7\u0131kard\u0131\u011f\u0131 hakk\u0131nda kesin deliller bulunamam\u0131\u015ft\u0131r.\u201d<\/p>\n<p>\u015eeyh Said Hareketi, K\u00fcrtlerin halk olarak ink\u00e2r edilmesine kar\u015f\u0131 olu\u015fan tepkinin sonucunda ortaya \u00e7\u0131km\u0131\u015ft\u0131r. 1920 y\u0131l\u0131nda Misak-\u0131 Milli ile var\u0131lan mutabakatla T\u00fcrklerin ve K\u00fcrtlerin ya\u015fad\u0131\u011f\u0131 topraklarda birlikte, ortak devlet kurmaya s\u00f6z verenlerin; \u0130ttihat\u00e7\u0131, tek\u00e7i ulus devlet projesine y\u00f6nelmelerine duyulan tepkidir. Lozan\u2019da tescillenen bu proje 1924\u2019te kabul edilen yeni Anayasa ile kanuni zemine kavu\u015fmu\u015f ve y\u00fcr\u00fcrl\u00fc\u011fe konulmu\u015ftur. Bu projeyle K\u00fcrtlere reva g\u00f6r\u00fclenler; ileri gelen ki\u015filerin ve ailelerin bat\u0131ya isk\u00e2n edilmesi, \u201cT\u00fcrk k\u00fclt\u00fcrl\u00fc\u201d g\u00f6\u00e7menlerin K\u00fcrt illerine yerle\u015ftirilmesi, K\u00fcrdistan isminin ve K\u00fcrt\u00e7e\u2019nin yasaklanmas\u0131, K\u00fcrt\u00e7e yerle\u015fim isimlerinin de\u011fi\u015ftirilmesi vb dir. Yani asimilasyon ve eliminasyona dayal\u0131 kat\u0131 bir ink\u00e2r ve imha uygulamas\u0131d\u0131r.<\/p>\n<p>Bu uygulamalar ve daha fazlas\u0131 1924 y\u0131l\u0131 itibar\u0131yla ba\u015flam\u0131\u015ft\u0131r. Yani Cumhuriyetin siyasal elitleri, fikri ve pratik temelleri Cihan Harbi\u2019nde \u0130ttihat\u00e7\u0131lar taraf\u0131ndan at\u0131lan K\u00fcrtlerin asimilasyonu politikas\u0131na y\u00f6nelmi\u015ftir. Cumhuriyetin K\u00fcrtleri kendi kimlikleriyle tan\u0131yan, k\u00fclt\u00fcrlerine, tarihine h\u00fcrmet g\u00f6steren bir yakla\u015f\u0131m\u0131 olmam\u0131\u015ft\u0131r. Tersinden K\u00fcrtleri k\u00fc\u00e7\u00fck g\u00f6ren, a\u015fa\u011f\u0131layan, k\u00fclt\u00fcr ve tarihten yoksun, asimile edilip medeniyete kazand\u0131r\u0131lacak bir topluluk gibi kodlam\u0131\u015ft\u0131r. Bu \u0131rk\u00e7\u0131 fikirlerin hala pek \u00e7ok al\u0131c\u0131s\u0131 oldu\u011fu d\u00fc\u015f\u00fcn\u00fclecek olursa rejimin propaganda ara\u00e7lar\u0131n\u0131n nas\u0131l \u00e7al\u0131\u015ft\u0131\u011f\u0131 anla\u015f\u0131labilir. Y\u00fczy\u0131ll\u0131k tarihte bir\u00e7ok kez tekrar eden irili ufakl\u0131 k\u0131y\u0131m\u0131n kitle nezdinde me\u015fruiyeti bu zemin \u00fczerinde y\u00fckselmi\u015ftir.<\/p>\n<p><strong>Milli karakterini g\u00f6r\u00fcnmez k\u0131lmak<\/strong><\/p>\n<p>\u0130smet \u0130n\u00f6n\u00fc yine Hat\u0131ralar\u0131\u2019nda ayn\u0131 b\u00f6l\u00fcmde \u201cHerhalde bunu bir milli hareket olarak kabul etmemek laz\u0131md\u0131r\u201d diyor. Bunun bir K\u00fcrtl\u00fck davas\u0131 olarak g\u00f6r\u00fclmemesinin \u00f6zellikle alt\u0131n\u0131 \u00e7iziyor ve irtica hareketi, \u015feyhlerin kendi sultas\u0131n\u0131, eski ayr\u0131cal\u0131klar\u0131n\u0131 devam ettirme gayretleri gibi yans\u0131t\u0131yor. Nitekim bu yakla\u015f\u0131m\u0131n\u0131n daha isyan g\u00fcnlerinde kararla\u015ft\u0131r\u0131ld\u0131\u011f\u0131n\u0131 belgelerden biliyoruz. Direni\u015fin s\u00fcrd\u00fc\u011f\u00fc ama \u015eeyh Said ve arkada\u015flar\u0131n\u0131n yakalan\u0131p yarg\u0131laman\u0131n devam etti\u011fi 3 May\u0131s 1925 tarihinde Bakanlar Kurulu bas\u0131nda hareketin K\u00fcrdistan davas\u0131 olarak yans\u0131t\u0131lmas\u0131n\u0131 yasaklayan ve bir irtica hareketi olarak yay\u0131nlanmas\u0131 talimat\u0131n\u0131 i\u00e7eren bir kararname yay\u0131nlar:<\/p>\n<p>\u201cGenelkurmay Ba\u015fkanl\u0131\u011f\u0131\u2019ndan gelen 30 Nisan 1925 tarih ve 1835\/2270 numaral\u0131 tezkirede son isyan ve irticaiye hadisesinin bas\u0131nda ve \u00f6zellikle \u0130stanbul bas\u0131n\u0131n\u0131n b\u00fcy\u00fck k\u0131sm\u0131nda genel bir K\u00fcrt ayaklanmas\u0131 \u015feklinde g\u00f6sterilmesi dahili ve harici d\u00fc\u015fmanlarca propaganda zemini olarak kullan\u0131labilece\u011finden \u2026 ayr\u0131l\u0131ktan ziyade irticai ve cehalet ve i\u011ffal (aldatma) eseri oldu\u011fu zemininde yay\u0131nda bulunulmas\u0131 i\u00e7in gere\u011finin yap\u0131lmas\u0131 teklif edilmi\u015ftir. Durum Bakanlar Kurulu\u2019nun 3 May\u0131s 1925 tarihli toplant\u0131s\u0131nda ele al\u0131nm\u0131\u015f olup\u2026 hadisenin bas\u0131nda K\u00fcrd meselesi \u015feklinde yans\u0131t\u0131lmas\u0131 hakikate ayk\u0131r\u0131 oldu\u011fu kadar siyaseten da mahzurlu oldu\u011fundan durumun bu bak\u0131\u015f a\u00e7\u0131s\u0131ndan yans\u0131t\u0131lmas\u0131 i\u00e7in D\u0131\u015fi\u015fleri Bakanl\u0131\u011f\u0131na bildirilmesi\u2026\u201d<\/p>\n<p>Bu kararnamenin y\u00fczy\u0131ld\u0131r cari oldu\u011funu ve irtica yaftas\u0131n\u0131n \u00e7ok ama\u00e7l\u0131 olarak kullan\u0131ld\u0131\u011f\u0131n\u0131 s\u00f6yleyebiliriz. \u0130rtica iddias\u0131nda bulunanlar\u0131n, Hareketin 1922-1923\u2019ler uzanan bir evveliyat\u0131 oldu\u011funu, Azadi \u00f6rg\u00fct\u00fcn\u00fcn y\u0131llara yay\u0131lan faaliyetleri bulundu\u011funu ve buna istinaden \u00f6nce eski Bitlis Mebusu Yusuf Ziya bey sonrada Miralay Cibranl\u0131 Halid Beyin 1924 y\u0131l\u0131n\u0131n k\u0131\u015f\u0131nda tutukland\u0131klar\u0131n\u0131 ve \u015eeyh Said Efendi\u2019nin de bu davada yarg\u0131land\u0131\u011f\u0131n\u0131 bilmediklerini s\u00f6yleyebilir miyiz? Bunlar\u0131 gayet iyi bildiklerini mahkemede verilen idam kararlar\u0131ndan anl\u0131yoruz. Kararlar\u0131n tamam\u0131nda ayaklanmac\u0131lar\u0131n K\u00fcrtl\u00fck davas\u0131 temelinde T\u00fcrkiye\u2019nin bir k\u0131sm\u0131n\u0131 ay\u0131rmak istedikleri s\u00f6ylenmektedir. \u015eeyh Said Efendi ve arkada\u015flar\u0131n\u0131n idam ilam\u0131nda aynen \u015fu ifadelere yer verilmi\u015ftir: \u201cG\u00fcya dini ve \u015fer\u2019i ve fakat herhalde m\u00fcstakil bir K\u00fcrdistan H\u00fck\u00fcmeti te\u015fkil ve tesis eylemek emel ve maksad\u0131yla Cumhuriyet H\u00fck\u00fcmeti aleyhinde fiilen ve silahl\u0131 olarak ayakland\u0131klar\u0131\u201d.<\/p>\n<p><strong>Azadi Cemiyeti ve \u015eeyh Said Efendi<\/strong><\/p>\n<p>Azadi Cemiyeti\u2019nin kurulu\u015funu 1921 y\u0131l\u0131na kadar g\u00f6t\u00fcrenler bulunmaktad\u0131r. 1922 y\u0131l\u0131na ait baz\u0131 Rus belgeleri \u00f6rg\u00fctten Erzurum Komitesi olarak bahsetmektedir. Ancak Komite\u2019nin Azadi\u2019ye d\u00f6n\u00fc\u015f\u00fcm\u00fc, yani K\u00fcrdistan \u0130stiklal ve \u0130stihlas Cemiyeti\u2019nin kurulu\u015fu 1923 y\u0131l\u0131n\u0131n ortalar\u0131nda (tahminen May\u0131s ay\u0131nda) olmal\u0131d\u0131r. Hususiyetle, I. TBMM\u2019nin kapat\u0131lmas\u0131 ve se\u00e7im s\u00fcrecinde artan bask\u0131lar\u0131n K\u00fcrtlerde yaratt\u0131\u011f\u0131 rahats\u0131zl\u0131\u011f\u0131n \u00f6rg\u00fctlenmesi neticesindedir. \u00d6rg\u00fctlenmenin ba\u015f\u0131nda Miralay Cibranl\u0131 Halid Bey bulunmaktad\u0131r. Cemiyetin as\u0131l kadrosu asker ve subaylardan olu\u015fmaktad\u0131r. 4 Eyl\u00fcl 1924 tarihinde ger\u00e7ekle\u015fen Beyt\u00fc\u015f\u015febap \u0130syan\u0131\u2019n\u0131n ba\u015far\u0131s\u0131zl\u0131kla sonu\u00e7lanmas\u0131 Cemiyetin de\u015fifre olmas\u0131na ve lider kadronun yakalanmas\u0131na neden olur.<\/p>\n<p>Ekim 1924\u2019te eski Bitlis Mebusu Yusuf Ziya Bey tutuklan\u0131r. Aral\u0131k ay\u0131nda ise Cibranl\u0131 Halid Bey tutuklan\u0131r. Miralay Hasenanl\u0131 Halid Bey ve Kola\u011fas\u0131 Kerem Bey askerler taraf\u0131ndan yakalan\u0131r ama firar ederler. Beyt\u00fc\u015f\u015febap \u0130syan\u0131nda bir\u00e7ok gen\u00e7 subayla birlikte yakla\u015f\u0131k 500 askerin i\u015ftirak etti\u011fi bilinmektedir. \u015eeyh Said Efendi hem \u00e7evresinde sayg\u0131n, s\u00f6z\u00fc dinlenen, zengin bir din adam\u0131d\u0131r hem de Cibranl\u0131 Halid\u2019in k\u0131z karde\u015fi ile evlili\u011fi sebebiyle akrabad\u0131r. Medreseler bahsinde ise unutulmas\u0131n ki, buralar sadece dini e\u011fitim veren kurumlar de\u011fildir. Ayn\u0131 zamanda e\u011fitim dili K\u00fcrt\u00e7e\u2019dir. Herhangi bir kimlik talebinde bulunsa veya T\u00fcrkiye\u2019nin b\u00fct\u00fcnl\u00fc\u011f\u00fc i\u00e7erisinde K\u00fcrtler i\u00e7in muhtariyet talep etse de ayn\u0131 ithamlara maruz kalm\u0131\u015ft\u0131r. Ayn\u0131 \u015fekilde Aleviler de harekete aktif olarak kat\u0131lm\u0131\u015ft\u0131r. Dersimlilerin harekete kat\u0131lmad\u0131\u011f\u0131 iddias\u0131 ise tamamen efsanedir. K\u00fcrdistan\u2019\u0131n di\u011fer k\u0131s\u0131mlar\u0131nda oldu\u011fu gibi Dersim\u2019de de baz\u0131 a\u015firetler devlet saf\u0131nda yer alsa da harekete destek veren bir\u00e7ok a\u015firet vard\u0131r.<\/p>\n<p>Bitirirken belirtmek isterim ki, \u201ctarihin\u201d yalanlar\u0131na kar\u015f\u0131 \u201chaf\u0131za\u201d hep bir direni\u015f i\u00e7erisinde olmu\u015ftur.
