Lozan Antla\u015fmas\u0131 \u00e7e\u015fitli y\u00f6nleriyle tart\u0131\u015f\u0131l\u0131rken g\u00f6lgede kalan ve pek tart\u0131\u015f\u0131lmayan bir mesele de T\u00fcrkiye\u2019nin gayrim\u00fcslim halklar\u0131ndan S\u00fcryanilerin ya\u015fad\u0131klar\u0131 hak kay\u0131plar\u0131. Antla\u015fman\u0131n \u201cAz\u0131nl\u0131klar\u201d ba\u015fl\u0131\u011f\u0131 alt\u0131ndaki 37 \u2013 44. Maddeleri az\u0131nl\u0131k toplumlar\u0131n\u0131n e\u011fitim, dini ve geleneklerin korunmas\u0131na at\u0131f yap\u0131yor ve asl\u0131nda herhangi bir grubun ismi zikredilmiyor.<\/em><\/strong><br \/>\nBug\u00fcne kadar sadece Ermeniler, Rumlar ve Yahudiler devlet taraf\u0131ndan bu kapsamda g\u00f6r\u00fcld\u00fc. S\u00fcryaniler ise bu halklar aras\u0131nda say\u0131lmad\u0131 ve 100 y\u0131ll\u0131k s\u00fcre\u00e7te b\u00fcy\u00fck hak kay\u0131plar\u0131na u\u011frad\u0131lar. S\u00fcryani haklar\u0131 aktivisti David Vergili, \u201cVar olan e\u011fitim kurumlar\u0131, sonras\u0131nda da dini e\u011fitim merkezleri kapat\u0131larak, asimilasyon ve ink\u00e2r politikalar\u0131na maruz kald\u0131lar. Varl\u0131klar\u0131 ve gelecekleri tehlike alt\u0131nda. S\u00fcryanilerin anadilinde e\u011fitim hakk\u0131 ile yasal ve anayasal g\u00fcvenceleri sa\u011flanmal\u0131\u201d diyor.<\/p>\n<p>S\u00fcryaniler (Asuri-Arami-Keldani), y\u00fczy\u0131llard\u0131r soyk\u0131r\u0131m, katliam, s\u00fcrg\u00fcn, taciz ve daha pek \u00e7ok bask\u0131ya maruz kalan halklardan biri.1915\u2019te S\u00fcryanice \u201ck\u0131l\u0131\u00e7\u201d diye adland\u0131rd\u0131klar\u0131 Sayfo Soyk\u0131r\u0131m\u0131\u2019na maruz kalan S\u00fcryani halk\u0131 n\u00fcfus, dil, m\u00fclk, e\u011fitim, ibadethane ve bir\u00e7ok boyutta b\u00fcy\u00fck bir kay\u0131p ve y\u0131k\u0131m ya\u015fad\u0131.Bu s\u00fcre\u00e7te S\u00fcryanilerin okullar\u0131 ve akademileri kapat\u0131ld\u0131, k\u00f6y ve yerle\u015fim yerlerinin isimleri de\u011fi\u015ftirildi, m\u00fclkleri ve ibadethaneleri gasp edildi, farkl\u0131 ama\u00e7larla kullan\u0131lmak \u00fczere d\u00f6n\u00fc\u015ft\u00fcr\u00fcld\u00fc. B\u00f6ylelikle S\u00fcryaniler yaln\u0131zca katledilmedi, dinsel ve dilsel anlamda da kimliksizle\u015ftirildi, topyek\u00fcn \u201cyok edilmek\u201d istendi.Soyk\u0131r\u0131m\u0131n ard\u0131ndan bir avu\u00e7 kalan S\u00fcryaniler, anadilleri ve k\u00fclt\u00fcrlerini ya\u015fatmaya devam ederek \u201cyok edilmeye\u201d kar\u015f\u0131 g\u00fc\u00e7l\u00fc bir m\u00fccadele y\u00fcr\u00fctt\u00fc. Daha \u00e7ok Turabdin (Mardin ve \u00e7evre iller) b\u00f6lgesinde hayatta kalabilen S\u00fcryaniler i\u00e7in 1923\u2019te imzalanan Lozan Antla\u015fmas\u0131 ile gasp edilen haklar\u0131 i\u00e7in yeni bir umut olu\u015ftu.Ancak S\u00fcryaniler, Lozan\u2019dan da haklar\u0131n\u0131 alamad\u0131. \u201cAz\u0131nl\u0131k\u201d olarak kabul edilmelerine ra\u011fmen S\u00fcryaniler anla\u015fma sonras\u0131 e\u011fitim ve dini haklar\u0131ndan faydalanamad\u0131. Ne okul a\u00e7abildiler ne de anadilde e\u011fitim hakk\u0131ndan faydalanabildiler. \u00dcstelik 100 y\u0131ld\u0131r y\u00fcr\u00fcrl\u00fckte olan bu s\u00f6zle\u015fmeye ra\u011fmen S\u00fcryanilerin hala son y\u0131llarda kiliseleri ve m\u00fclkleri \u201csat\u0131\u015fa \u00e7\u0131kar\u0131l\u0131yor\u201d. \u00d6te yandan devlet nezdinde de okul a\u00e7malar\u0131na imkan tan\u0131nm\u0131yor.T\u00fcm bunlara kar\u015f\u0131 S\u00fcryani halk\u0131, d\u00fcnyan\u0131n d\u00f6rt bir yan\u0131na da\u011f\u0131lm\u0131\u015f olsalar ve herhangi bir okullar\u0131 olmasa dahi, bug\u00fcn tehlike alt\u0131ndaki diller aras\u0131nda yer alan anadilleri S\u00fcryaniceyi kullanmaya ve k\u00fclt\u00fcrlerini ya\u015fatmaya devam ediyor.S\u00fcryani haklar\u0131 aktivisti David Vergili, S\u00fcryaniler ve ikinci K\u00fcrt \u00e7\u00f6z\u00fcm s\u00fcreciyle tekrar g\u00fcndeme gelen Lozan Antla\u015fmas\u0131\u2019na dair sorular\u0131m\u0131z\u0131 yan\u0131tlad\u0131.Lozan Antla\u015fmas\u0131\u2019n\u0131 nas\u0131l de\u011ferlendiriyorsunuz?24 Temmuz 1923\u2019te, bundan tam bir as\u0131r \u00f6nce T\u00fcrkiye Cumhuriyeti\u2019nin kurulu\u015f senedi say\u0131lan Lozan Antla\u015fmas\u0131, T\u00fcrkiye temsilcileri ile Britanya \u0130mparatorlu\u011fu, Fransa, \u0130talya, Japonya, Yunanistan, Romanya, S\u0131rp-H\u0131rvat-Sloven devletleri aras\u0131nda imzaland\u0131. 1915 Sayfo S\u00fcryani Soyk\u0131r\u0131m\u0131 ve Birinci D\u00fcnya Sava\u015f\u0131 sonras\u0131nda yap\u0131lan uluslararas\u0131 antla\u015fmalar i\u00e7inde, Lozan Antla\u015fmas\u0131 bir kez daha S\u00fcryani halk\u0131n\u0131n haklar\u0131n\u0131n gasp edildi\u011fi ve g\u00f6rmezden gelindi\u011fi bir antla\u015fma olarak tarihte yerini ald\u0131.Anla\u015fma ile T\u00fcrkiye\u2019de ya\u015fayan az\u0131nl\u0131k halklardan S\u00fcryanilerin haklar\u0131 garanti alt\u0131na al\u0131nd\u0131 m\u0131 sizce?Lozan Antla\u015fmas\u0131 ile T\u00fcrkiye\u2019de ya\u015fayan az\u0131nl\u0131klar\u0131n haklar\u0131 garanti alt\u0131na al\u0131nd\u0131. Ancak bu haklardan az\u0131nl\u0131k gruplar\u0131 aras\u0131nda bulunan Ermeniler, Yahudiler ve Rumlar faydalanabildi. S\u00f6z konusu haklar S\u00fcryaniler i\u00e7in uygulamaya konulmad\u0131. M\u00fcsl\u00fcman az\u0131nl\u0131k gruplar\u0131, K\u00fcrtler, Ezidiler ve gayrim\u00fcslim gruplar\u0131 aras\u0131nda bulunan S\u00fcryaniler bu haklardan faydalanmad\u0131. Nitekim, Cumhuriyet tarihi boyunca S\u00fcryaniler k\u00fclt\u00fcrel, sosyal ve e\u011fitim haklar\u0131ndan yoksun bir \u015fekilde kimliklerini ve varl\u0131klar\u0131n\u0131 korumaya ve ya\u015fatmaya \u00e7al\u0131\u015ft\u0131.S\u00fcryaniler anla\u015fmada var olan haklar\u0131ndan yararlanabildi mi peki? Anla\u015fman\u0131n \u201cAz\u0131nl\u0131klar\u201d ba\u015fl\u0131\u011f\u0131 alt\u0131ndaki 37 \u2013 44. maddeleri az\u0131nl\u0131k toplumlar\u0131n\u0131n e\u011fitim, dini ve geleneklerin korunmas\u0131na at\u0131f yap\u0131yor ve herhangi bir grubun ismi de zikredilmiyor. S\u00fcryanilerin az\u0131nl\u0131k haklar\u0131ndan faydalanmamas\u0131 konusu ise bug\u00fcne kadar kalm\u0131\u015f karanl\u0131k bir nokta. Resmi tarih, S\u00fcryanilerin bu haklardan g\u00f6n\u00fcll\u00fc bir \u015fekilde feragat ettikleri y\u00f6n\u00fcnde olduysa da, kolektif haklar\u0131n bireyler taraf\u0131ndan reddi uluslararas\u0131 hukuka ayk\u0131r\u0131d\u0131r. Bu konuda Agos yazar\u0131 Bask\u0131n Oran hocan\u0131n \u00e7al\u0131\u015fmalar\u0131 yeterince bir literat\u00fcr sa\u011fl\u0131yor.S\u00fcryani Ortodoks Patri\u011fi III. \u0130lyas \u015eakir\u2019in Ankara\u2019ya seyahati esnas\u0131nda \u0130leri gazetesine, \u201cBiz hukuk-i ekalliyet istemiyoruz\u201d demecini \u201c\u015fehir efsanesi\u201d olarak de\u011ferlendiren Bask\u0131n Oran, devam\u0131nda \u015f\u00f6yle yazar: \u201cFarz edin ki, III. \u0130lyas \u015eakir\u2019in pullu-m\u00fch\u00fcrl\u00fc bir \u2018feragatname\u2019si bulundu. Hi\u00e7bir \u015fey ifade etmez. \u00c7\u00fcnk\u00fc az\u0131nl\u0131k haklar\u0131 Hobbes\u2019tan (1588-1679) beri, \u2018kolektif olarak kullan\u0131lmak \u00fczere birey\u2019e verilmi\u015f\u2019 haklard\u0131r. Cemaat liderlerinin bu haklardan birey ad\u0131na vazge\u00e7mesi, uluslararas\u0131 hukukta m\u00fcmk\u00fcn de\u011fildir.\u201d Di\u011fer yandan, Lozan g\u00f6r\u00fc\u015fmeleri ba\u015flad\u0131\u011f\u0131nda \u0130ngiliz Lord Curzon ile g\u00f6r\u00fc\u015fen S\u00fcryani temsilci A\u011fa Petros, S\u00fcryanilere destek s\u00f6z\u00fc vermesine ra\u011fmen daha sonralar\u0131 S\u00fcryaniler i\u00e7in bir talepte bulunmad\u0131. A\u011fa Petros, g\u00f6r\u00fc\u015fmeler ba\u015flamadan \u00f6nce de \u0130smet \u0130n\u00f6n\u00fc ile g\u00f6r\u00fc\u015f\u00fcr ve Hakkari\u2019den zorunlu olarak \u00e7\u0131kart\u0131lan S\u00fcryanilerin d\u00f6n\u00fc\u015f\u00fcn\u00fc talep eder. \u0130smet \u0130n\u00f6n\u00fc, bu talebi Ankara\u2019ya bildirir. Ancak Ankara\u2019n\u0131n ret cevab\u0131 h\u0131zl\u0131 bir \u015fekilde Lozan\u2019a ula\u015f\u0131r.Bir as\u0131r sonra, Birinci D\u00fcnya Sava\u015f\u0131 sonras\u0131nda d\u00fczenlenen uluslararas\u0131 anla\u015fmalar\u0131n sonuncusu olan Lozan\u2019da, S\u00fcryaniler haklar\u0131n\u0131 garanti alt\u0131na almak i\u00e7in delege g\u00f6nderirken elleri bo\u015f d\u00f6nd\u00fc.S\u00fcryanilerin okul a\u00e7mas\u0131na uzun y\u0131llad\u0131r imk\u00e2n tan\u0131nm\u0131yor. Anla\u015fmaya ra\u011fmen S\u00fcryanilere bu haklar\u0131n\u0131n tan\u0131nmamas\u0131n\u0131n nedeni nedir sizce?1913-1914 \u00f6\u011fretim y\u0131l\u0131nda, Osmanl\u0131 vilayetleri ve livalar\u0131nda, gayrim\u00fcslim toplumlar\u0131na ait toplam 2 bin 580 okul bulunuyordu. Bu okullardan 29\u2019u S\u00fcryani toplumuna aitti. 1928\u2019de Mardin\u2019deki son S\u00fcryani okulunun da kapat\u0131lmas\u0131n\u0131n ard\u0131ndan, S\u00fcryaniler yakla\u015f\u0131k 90 y\u0131l boyunca okul a\u00e7amad\u0131. Yine bununla birlikte dini kurumlar da nasibini ald\u0131.Anla\u015fma ile T\u00fcrkiye\u2019deki gayrim\u00fcslim topluluklar\u0131n e\u011fitim hakk\u0131n\u0131n g\u00fcvence alt\u0131na al\u0131nm\u0131\u015f olmas\u0131na ra\u011fmen okul a\u00e7malar\u0131na izin verilmeyen S\u00fcryaniler, b\u00f6ylece en temel insan haklar\u0131ndan biri olan e\u011fitim-\u00f6\u011fretim hakk\u0131ndan mahrum kald\u0131lar.Verilen m\u00fccadeleler sonucunda, 2013\u2019te S\u00fcryanilerin anaokulu a\u00e7mas\u0131na mahkeme karar\u0131yla izin verildi. Fakat okuldan mezun olan S\u00fcryani \u00f6\u011frencilerin e\u011fitim ve \u00f6\u011fretime devam edebilecekleri bir ilk, ortaokul ve liseleri hala yok. Dolay\u0131s\u0131yla anaokulu da S\u00fcryani \u00e7ocuklar i\u00e7in yeterli d\u00fczeyde de\u011fil. Bu anaokulu, halk olarak e\u011fitim ve dil sorununu \u00e7\u00f6zm\u00fcyor. Anla\u015fma dahilinde bulunan az\u0131nl\u0131k haklar\u0131ndan S\u00fcryaniler yararlanmad\u0131. Bug\u00fcne kadar devletin ve resm\u00ee kurumlar\u0131n tatmin edici bir beyanat\u0131 ve tarihi bir belgesi de bulunmuyor. Ankara\u2019da ger\u00e7ekle\u015fen bir toplant\u0131ya at\u0131f yap\u0131lsa da bu g\u00f6r\u00fc\u015fmede haklar\u0131n feragat\u0131ndan bahsetmek ve buradan bir sonu\u00e7 \u00e7\u0131karmak hakl\u0131 bir politika de\u011fildir. Peki t\u00fcm bunlara kar\u015f\u0131 S\u00fcryaniler neler ya\u015fad\u0131 ve nas\u0131l bir yol izledi?Sayfo sonras\u0131nda ve Cumhuriyetin kurulu\u015fuyla beraber, halk olarak S\u00fcryanilerin n\u00fcfusu yok olmaya yak\u0131n, dini, e\u011fitim, sosyal ve iktisadi zenginlikleri y\u0131k\u0131ld\u0131, el de\u011fi\u015ftirdi ve ya\u015fad\u0131klar\u0131 co\u011frafi alan da k\u00fc\u00e7\u00fcld\u00fc. Hakk\u00e2ri b\u00f6lgesi ve Urfa \u00e7evresindeki S\u00fcryani varl\u0131\u011f\u0131 yok olurken yaln\u0131zca Turabdin\u2019de varl\u0131k g\u00f6sterildi. \u0130nk\u00e2r politikalar\u0131 b\u00fct\u00fcn az\u0131nl\u0131k toplumlar\u0131na uyguland\u0131\u011f\u0131 gibi S\u00fcryanilere de uyguland\u0131 ve en \u00f6nemlisi de halk olarak kurumsuz b\u0131rak\u0131ld\u0131. 1915 Sayfo S\u00fcryani Soyk\u0131r\u0131m\u0131 sonras\u0131 200 bini hayatta kalabildi. 300 bin S\u00fcryani katledildi, 500 bini ise yok edildi. Bunlar\u0131n aras\u0131nda din de\u011fi\u015ftirmek, g\u00f6\u00e7 etmek zorunda kalanlar oldu. Ya\u015fad\u0131klar\u0131 ac\u0131lar y\u00fcz\u00fcnden ya\u015fam\u0131na son veren S\u00fcryaniler oldu.1924\u2019te Hakkari Nasturileri katliama u\u011frad\u0131, b\u00f6lge S\u00fcryanisizle\u015ftirildi ve ayn\u0131 s\u00fcre\u00e7te Urfa S\u00fcryanileri Halep\u2019e s\u00fcr\u00fcld\u00fc. Yine uluslararas\u0131 g\u00fc\u00e7lerin deste\u011finden yoksun olan S\u00fcryaniler, 1933\u2019te de Irak Simele\u2019de katliama maruz kald\u0131. 1928\u2019e geldi\u011fimizde T\u00fcrk\u00e7e d\u0131\u015f\u0131nda dil ve alfabe kullan\u0131m\u0131 yasaklan\u0131rken, ayn\u0131 y\u0131l son S\u00fcryanice e\u011fitim veren okul da kapat\u0131ld\u0131. S\u00fcryanice yer isimleri de\u011fi\u015ftirildi. Soyad\u0131 Kanunu ile S\u00fcryaniler geleneksel aile isimlerini kaybetti.1932\u2019de Mardin\u2019de bulunan S\u00fcryani Patrikli\u011fi \u00fclke d\u0131\u015f\u0131na \u00e7\u0131kart\u0131ld\u0131. Varl\u0131k Vergisi, Seferberlik Kanunu ve K\u0131br\u0131s Olaylar\u0131 esnas\u0131nda S\u00fcryaniler her zaman hedef tahtas\u0131na konuldu ve fi\u015flendi. S\u00fcryanilerin en \u00f6nemli e\u011fitim kurumlar\u0131 olan Mor Gabriel ve Deyrulzafaran Manast\u0131r\u0131, 1978\u2019de e\u011fitime kapat\u0131ld\u0131. 1980 darbesi, 90\u2019l\u0131 y\u0131llar\u0131n \u00e7at\u0131\u015fmal\u0131 s\u00fcreci, faili me\u00e7hul cinayetler ve bug\u00fcne kadar devam farkl\u0131 gruplar\u0131n S\u00fcryanilere y\u00f6nlendirdi\u011fi bask\u0131 ve tehditler devam ediyor.Son y\u0131llarda topraklar\u0131na d\u00f6nmek isteyen S\u00fcryanilerin kimisi katledildi, kaybedildi. S\u00fcryani halk\u0131 b\u00fct\u00fcn bunlara ra\u011fmen ya\u015fad\u0131klar\u0131 ve g\u00f6\u00e7 ettikleri b\u00f6lgelerde ya\u015famlar\u0131n\u0131 idame etmeye \u00e7al\u0131\u015ft\u0131, yeni bir hayat\u0131n imkanlar\u0131n\u0131 arad\u0131. Ancak 1950\u2019li y\u0131llardan itibaren de b\u00fcy\u00fck g\u00f6\u00e7 dalgalar\u0131 ba\u015flad\u0131 ve S\u00fcryani varl\u0131\u011f\u0131 tekrardan b\u00fcy\u00fck bir yara ald\u0131. Son yar\u0131m y\u00fczy\u0131lda ise S\u00fcryaniler siyaset ve hak arama talebi konusunda da aktif olarak bulunduklar\u0131 \u00fclkelerde faaliyet g\u00f6steriyorlar.Lozan\u2019\u0131n 100\u2019\u00fcnc\u00fc y\u0131l\u0131nda \u00e7e\u015fitli tart\u0131\u015fmalar y\u00fcr\u00fct\u00fcld\u00fc. \u015eimdi de \u201c\u00e7\u00f6z\u00fcm s\u00fcreci\u201dnde tekrar g\u00fcndeme geldi. S\u00fcryaniler bug\u00fcn Lozan\u2019\u0131 nas\u0131l de\u011ferlendiriyor?Lozan ile ilgili tart\u0131\u015fmalar hem az\u0131nl\u0131k toplumlar\u0131 nezdinde hem de T\u00fcrkiye kamuoyunda d\u00fczenli aral\u0131klarla g\u00fcndeme gelen bir anla\u015fma. Bu konu \u015fu an bile T\u00fcrkiye\u2019de ya\u015fanan son s\u00fcre\u00e7te konu\u015fuluyor. S\u00fcryaniler a\u00e7\u0131s\u0131ndan Lozan\u2019\u0131n bug\u00fcn itibar\u0131yla, topyek\u00fbn kal\u0131c\u0131 ve kapsaml\u0131 bir cevap olaca\u011f\u0131 kanaatinde de\u011filim. \u00c7\u00fcnk\u00fc, kurumlar\u0131n ya\u015fat\u0131lmas\u0131ndan ziyade, S\u00fcryani varl\u0131\u011f\u0131 ve mevcudiyeti tehlike alt\u0131nda ve yok olma ile kar\u015f\u0131 kar\u015f\u0131ya. Bu nedenle, S\u00fcryaniler ve gayrim\u00fcslim az\u0131nl\u0131klara y\u00f6nelik yeni ve kapsaml\u0131 bir anlay\u0131\u015fa ihtiya\u00e7 oldu\u011funu d\u00fc\u015f\u00fcn\u00fcyorum.\u201dS\u00fcryanilerin gelecekleri garanti alt\u0131na al\u0131nmal\u0131\u201dS\u00fcryaniler olarak talep ve beklentileriniz nedir? Bu anlamda bir \u00e7a\u011fr\u0131n\u0131z var m\u0131?Hem T\u00fcrkiye\u2019de hem de Ortado\u011fu b\u00f6lgesinde S\u00fcryanilerin varl\u0131\u011f\u0131 ve gelece\u011fi tehlike alt\u0131nda.
