Ek\u015figil\u2019in ana fikri; \u201cApartheid\u2019a elveri\u015fli bir iklime pek\u00e2l\u00e2 sahip olmakla beraber\u201d T\u00fcrkiye\u2019de<em>\u00a0<\/em>\u201ctam te\u015fekk\u00fcll\u00fc bir Apartheid rejiminin varl\u0131\u011f\u0131ndan bahsetme(nin) zor\u201d oldu\u011fu. Bu nedenle, aksini iddia etse de biraz alay kokan bir tonlamayla \u2018<em>light<\/em>\u00a0Apartheid\u2019 kavram\u0131n\u0131 \u00f6neriyor.<\/p>\n<p>Bu yaz\u0131da hem Ek\u015figil\u2019in endi\u015fe ve ele\u015ftirilerine yak\u0131ndan bakmak hem de kitapta yazd\u0131klar\u0131m\u0131n bir ad\u0131m \u00f6tesine giderek T\u00fcrkiye ve Apartheid konusunda yeni baz\u0131 g\u00f6zlemlerde bulunmak istiyorum. Fakat Apartheid konusuna girmeden \u00f6nce, Ek\u015figil\u2019in tezlerimle ilgili yapt\u0131\u011f\u0131 bir hataya de\u011finmek ve d\u00fczeltmek istiyorum. Ek\u015figil&#8217;e g\u00f6re kitab\u0131m\u0131n ikinci tezi, \u201cKurtulu\u015f Sava\u015f\u0131 denen hadise temelde \u2018T\u00fcrk, K\u00fcrt, Ermeni ve Rumlar aras\u0131nda ya\u015fanm\u0131\u015f bir i\u00e7 sava\u015f\u2019t\u0131r\u201d. Kitab\u0131n b\u00f6yle bir tezi yok. Ger\u00e7i Ek\u015figil yaz\u0131s\u0131n\u0131n ilerleyen b\u00f6l\u00fcmlerinde bu hatas\u0131n\u0131 d\u00fczeltiyor ama ba\u015fka platformlarda da benzeri yanl\u0131\u015f anlamalara rastlad\u0131\u011f\u0131m i\u00e7in ilk \u00f6nce bu konuya a\u00e7\u0131kl\u0131k getirmek istiyorum.<\/p>\n<h3>\u201cKurtulu\u015f Sava\u015f\u0131 anti-emperyalist bir sava\u015f m\u0131?\u201d<\/h3>\n<p>Kitab\u0131n ikinci tezi, Kurtulu\u015f Sava\u015f\u0131\u2019n\u0131n bir i\u00e7 sava\u015f olup olmad\u0131\u011f\u0131 sorusu \u00fczerine de\u011fildir. Kitap, aksine Kurtulu\u015f Sava\u015f\u0131\u2019n\u0131n (\u0130ngiliz ve Frans\u0131zlara kar\u015f\u0131) anti-emperyalist bir sava\u015f m\u0131 yoksa (Ermeni ve Rumlara kar\u015f\u0131) i\u00e7 sava\u015f m\u0131 oldu\u011fu tart\u0131\u015fmas\u0131n\u0131n yetersiz ve eksik oldu\u011funu ileri s\u00fcr\u00fcyor. Bug\u00fcne kadarki t\u00fcm tarih yaz\u0131mlar\u0131na egemen olan bak\u0131\u015f, \u2018i\u015fgale kar\u015f\u0131 iyi ba\u015flam\u0131\u015f\u2019 bir giri\u015fimin zamanla bozulmaya u\u011frad\u0131\u011f\u0131d\u0131r. T\u00fcrkiye\u2019nin bug\u00fcnk\u00fc siyasi akt\u00f6rlerinin t\u00fcm\u00fc, 1918-1923 s\u00fcrecinde ba\u015flat\u0131lan kurtulu\u015fun tamamlanamad\u0131\u011f\u0131 inanc\u0131ndad\u0131rlar. Bug\u00fcn gelinen noktada resm\u00ee tarih yaz\u0131m\u0131n\u0131n iddia etti\u011fi gibi, \u201cyedi d\u00fcvele kar\u015f\u0131 anti-emperyalist\u201d bir sava\u015f\u0131n verilmedi\u011fi, sava\u015f\u0131n anti-\u0130ngilizci veya anti-Frans\u0131z boyutunun, \u0130ngiltere ve Fransa\u2019n\u0131n Yunan ve Ermenileri destekledi\u011fi m\u00fcddet\u00e7e var oldu\u011fu ve bu d\u00f6nemin de asl\u0131nda \u00f6yle zannedildi\u011fi gibi \u00e7ok uzun s\u00fcrmedi\u011fi kolayca g\u00f6sterilebilir, kanaatindeyim.<\/p>\n<p>Yani kendisiyle sava\u015f\u0131lan ana d\u00fc\u015fman \u2018Yunan (Rum) ve Ermeni\u2019 idi. \u0130ngilizler ve Frans\u0131zlar a\u00e7\u0131k ki ba\u015flang\u0131\u00e7ta Yunanistan\u2019\u0131 ve Ermenileri desteklediler ama \u00e7ok k\u0131sa bir s\u00fcrede bu desteklerine son verdiler ve Ankara-\u0130stanbul ile uzla\u015fma yollar\u0131n\u0131 arad\u0131lar. Merak edenlerin, Erzurum ve Sivas kongreleri kararlar\u0131 ba\u015fta, T\u00fcrk milliyet\u00e7i hareketinin resm\u00ee belgelerini okumalar\u0131 ve \u0130ngiliz-Yunanistan, \u0130ngiliz-Frans\u0131z Ermenistan ili\u015fkilerine yak\u0131ndan bakmalar\u0131 k\u00e2fidir.<\/p>\n<p>Yine resm\u00ee tarih\u00e7e iddia edilen, sava\u015f\u0131n \u0130stanbul H\u00fck\u00fcmeti\u2019ne kar\u015f\u0131 da verildi\u011finin art\u0131k gelinen noktada \u00e7ok eksik bir bak\u0131\u015f oldu\u011funu, bilinen baz\u0131 ini\u015f-\u00e7\u0131k\u0131\u015flara ra\u011fmen, Kurtulu\u015f Sava\u015f\u0131\u2019n\u0131n b\u00fcy\u00fck \u00f6l\u00e7\u00fcde \u0130stanbul Harbiye Nezareti ile koordineli olarak organize edildi\u011fini de s\u00f6yleyebiliriz. Harbiye Nezareti\u2019nce 4 Aral\u0131k 1919\u2019da haz\u0131rlanan \u201cKuvay\u0131 Milliye \u0130a\u015fesinin Suret-i Teminine ait Talimat\u201d konuya ili\u015fkin verilebilecek basit \u00f6rneklerden birisidir.<span class=\"reference\"><a id=\"back-to-ref1\" href=\"https:\/\/www.k24kitap.org\/tartisma\/adnan-eksigilin-elestirisi-vesilesiyle-yuzyillik-apartheid-ve-otesi-4489?fbclid=IwZXh0bgNhZW0CMTAAAR1ZfnotPtrxTtXjhhtCW_E3mGC8rSwsIHIesmpLPmEYSDgl25-wr-0V5_M_aem_AdMh7TM2YtxM-sRXJbB_D3iC7ACCX3T6Ywy9BC1AnZr3s5FgmnasrC9OtQJ7Bfli_LjPCxO3bVU5Z5nqfIlzYAao#ref1\" name=\"_ftnref1\">[1]<\/a><\/span>\u00a0E\u011fer kat\u0131 ideolojik tercih ve ezberlerle tarih okuyan fanatikler de\u011filsek, \u2018akl\u0131 selim\u2019 sahibi insanlar\u0131n yukarda \u00e7er\u00e7evesi \u00e7izilen konularda, detaylarda farklar olaca\u011f\u0131n\u0131 kabul etmekle birlikte, kolayca uzla\u015fma sa\u011flayabilecekleri kanaatindeyim.<\/p>\n<p>Kitab\u0131mdaki tart\u0131\u015fma s\u00f6yledi\u011fim gibi, Kurtulu\u015f Sava\u015f\u0131\u2019n\u0131n ne kadar anti-emperyalist olup olmad\u0131\u011f\u0131 tart\u0131\u015fmas\u0131 de\u011fildir ve bunun \u00f6tesindedir. Ve bu anlamda benim ge\u00e7mi\u015fte savundu\u011fum \u2018i\u00e7 sava\u015f\u2019 tezini de \u00f6telemektedir. Yani, bu anlamda \u2018sava\u015f anti-emperyalist bir sava\u015ft\u0131r\u2019 diyenlere uzat\u0131lm\u0131\u015f bir \u2018zeytin dal\u0131ndan\u2019 s\u00f6z etmek m\u00fcmk\u00fcnd\u00fcr. \u00c7\u00fcnk\u00fc s\u00f6yledi\u011fim gibi, 1918-1923 d\u00f6neminin \u2018Kurtulu\u015f\u2019 paradigmas\u0131 de\u011fil, \u2018Kurulu\u015f\u2019 paradigmas\u0131yla yeniden anlat\u0131lmas\u0131n\u0131 \u00f6nermekteyim. Benim, \u201cT\u00fcrkiye\u2019de Apartheid\u2019\u0131n tezah\u00fcrleri olarak g\u00f6rd\u00fc\u011f\u00fc(m) olay ve olgular(\u0131n)\u201d yeterli olmad\u0131\u011f\u0131 kanaatinde. Ek\u015figil\u2019e g\u00f6re T\u00fcrkiye\u2019de s\u00f6z konusu olan Apartheid de\u011fil, sadece baz\u0131 d\u0131\u015flama mekanizmalar\u0131d\u0131r ve kitapta s\u0131ralad\u0131\u011f\u0131m \u00f6rnekler ise herhangi demokratik bir toplumda da g\u00f6r\u00fclebilecek \u015feylerdir. \u00c7\u00fcnk\u00fc \u201cHer toplumda idealler d\u00fcnyas\u0131yla ger\u00e7ekler d\u00fcnyas\u0131 aras\u0131nda daima bir gerilim ve \u00e7at\u0131\u015fma mevcuttur.\u201d Ve, \u201cT\u00fcrkiye\u2019nin Cumhuriyet deneyimi bu durumun en bariz \u015fekilde g\u00f6r\u00fcld\u00fc\u011f\u00fc \u00f6rneklerdendir.\u201d<\/p>\n<p>Ek\u015figil, T\u00fcrkiye\u2019de vatanda\u015f e\u015fitli\u011fini esas alm\u0131\u015f bir hukuk sisteminin, bir anayasan\u0131n mevcut oldu\u011funu, fakat pratikte hepimizin bildi\u011fi nedenlerle bu ilkenin tam olarak hayata ge\u00e7irilmemi\u015f oldu\u011funu savunuyor. Ona g\u00f6re T\u00fcrkiye\u2019de, \u201cCumhuriyet gibi vatanda\u015f e\u015fitli\u011fini \u00f6ng\u00f6ren bir \u00fcstyap\u0131 kondurul(mu\u015f)\u201d fakat, \u201czorlama, kay\u0131rma, dayatma, \u00e7ifte standart ve her t\u00fcrl\u00fc riyak\u00e2rl\u0131\u011f\u0131 i\u00e7eren\u2026 pratikler b\u00fct\u00fcn\u00fc zuhur\u201d etmi\u015ftir. \u201cCumhuriyet\u2019in anayasas\u0131na uymayan i\u015fler zorla uydurulur(mu\u015f); uydurulamad\u0131\u011f\u0131 noktada da, m\u00fcmk\u00fcn mertebe gizlice, sinsice veya emrivakiler yarat\u0131larak ger\u00e7ekle\u015ftiril(mi\u015ftir).\u201d Ek\u015figil\u2019e g\u00f6re T\u00fcrkiye\u2019de s\u00f6z konusu olan \u201culus in\u015fas\u0131(n\u0131n)\u2026 yaratt\u0131\u011f\u0131 olumsuzluklar(d\u0131r)\u201d. E\u011fer T\u00fcrkiye\u2019deki rejimi Apartheid olarak adland\u0131racak olursak, hem tarihte hem de bug\u00fcn Apartheid olmayan rejim bulmak zor olacakt\u0131r.<\/p>\n<figure class=\"image\"><img decoding=\"async\" class=\"inline\" src=\"https:\/\/www.k24kitap.org\/images\/content\/59408486-61D8-419C-8FF5-687BECEAE098-829417373.jpeg\" alt=\"\" border=\"0\" \/><figcaption><em>M\u00fcsl\u00fcmanla\u015ft\u0131r\u0131lan Ermeni \u00f6ks\u00fcz ve yetimler Cemal Pa\u015fa resmiyle.\u00a0<\/em><\/figcaption><\/figure>\n<p>Cumhuriyet\u2019e \u2018kondurulan \u00fcstyap\u0131\u2019 konusunda Ek\u015figil\u2019den esasta farkl\u0131 d\u00fc\u015f\u00fcn\u00fcyorum. Ve Cumhuriyet\u2019in \u201cvatanda\u015f e\u015fitli\u011fini \u00f6ng\u00f6ren bir \u00fcstyap\u0131s\u0131\u201d olmad\u0131\u011f\u0131n\u0131, aksine Cumhuriyet\u2019e kondurulan \u00fcstyap\u0131n\u0131n Apartheid oldu\u011funu ileri s\u00fcr\u00fcyorum. A\u015fa\u011f\u0131da tart\u0131\u015faca\u011f\u0131m gibi, K\u00fcrt b\u00f6lgelerine y\u00f6nelik \u00fclkenin genelinden ayr\u0131 \u00f6zel hukuk; vatanda\u015fl\u0131\u011f\u0131n T\u00fcrkl\u00fck ile \u00f6zde\u015fle\u015ftirilmesi ve H\u0131ristiyan ve Yahudi k\u00f6kenli vatanda\u015flar\u0131n \u2018yabanc\u0131\u2019 say\u0131lmas\u0131yla sistemin e\u015fitsizli\u011fi esas ald\u0131\u011f\u0131n\u0131 savunuyorum. Bu fark \u00e7ok \u00f6nemli.<\/p>\n<p>Ek\u015figil hakl\u0131 olarak Apartheid rejimlerinde \u201cToplumsal s\u0131n\u0131f ve katmanlar aras\u0131nda keskin yasalarla tahkim edilmi\u015f k\u0131rm\u0131z\u0131 \u00e7izgilerin, y\u00fcksek duvarlar\u0131n bulundu\u011fu kat\u2019i s\u0131n\u0131rlar mevcuttur\u201d diyor. Ona g\u00f6re T\u00fcrkiye\u2019de olmayan budur. (Wikipedia)<\/em><\/figcaption><\/figure>\n<p>T\u00fcrk Devletinin kurulu\u015f mant\u0131\u011f\u0131 ve s\u00fcrecini, sadece \u2018ulusla\u015fma\u2019 kavram\u0131 ile de\u011fil, apartheid rejiminin kurulu\u015fu ve in\u015fa edili\u015fi ile a\u00e7\u0131klamak ve G\u00fcney Afrika\u2019yla k\u0131yaslamak faydal\u0131 olacakt\u0131r. 1948\u2019de Apartheid rejiminin kurulmas\u0131yla birlikte G\u00fcney Afrika\u2019da ilk \u00e7\u0131kan kanunlardan birisi, 1950 y\u0131l\u0131nda \u0130\u00e7i\u015fleri Bakanl\u0131\u011f\u0131n\u0131n \u201cN\u00fcfus Kay\u0131t Yasas\u0131 195032\u201d idi. Bu kanunla, G\u00fcney Afrika\u2019daki n\u00fcfus, etnik-din-k\u00fclt\u00fcr k\u00f6kenlerine g\u00f6re tasnif edildi ve fi\u015flendi. \u0130kinci \u00f6nemli ad\u0131m, \u201c1953 Ayr\u0131 \u0130mk\u00e2nlar\u0131n Ayr\u0131\u015ft\u0131r\u0131lmas\u0131 (rezervasyonu) Yasas\u0131\u201d idi, (<em>The Reservation of Separate Amenities Act of 1953)<\/em>. Bu yasa ile t\u00fcm toplum b\u00f6l\u00fcnmeye ve ya\u015fam alanlar\u0131 ayr\u0131lmaya ba\u015flad\u0131. Ayr\u0131ca, belli i\u015fler sadece belli gruplara uygun g\u00f6r\u00fcld\u00fc ve seyahat yasaklar\u0131 geldi. T\u00fcrkiye\u2019nin esas olarak bu mant\u0131\u011fa-zihniyete g\u00f6re kuruldu\u011funu iddia ediyorum.<\/p>\n<p>Cevab\u0131 verilmesi gereken bir soru \u015fu: T\u00fcrk-K\u00fcrt tarih yaz\u0131mlar\u0131 ni\u00e7in ulusla\u015fma s\u00fcrecini esas olarak ve sadece homojenle\u015fme s\u00fcreci olarak ele ald\u0131lar? Buna verece\u011fim cevap basittir. T\u00fcrk ve K\u00fcrt tarih yaz\u0131mlar\u0131 H\u0131ristiyan ve Yahudileri hemen hemen yok sayd\u0131lar. Onlar\u0131n zihin d\u00fcnyalar\u0131nda bu \u00e7evreler bir analiz unsuru olarak bile yer almad\u0131lar, yoktular. Bu anlamda, T\u00fcrk ve K\u00fcrt tarih yaz\u0131mlar\u0131n\u0131n, Millet-i H\u00e2kime zihniyetinin s\u0131n\u0131rlar\u0131 i\u00e7inde d\u00fc\u015f\u00fcnmekte ve hareket etmekte olduklar\u0131n\u0131 iddia etmek isterim.<\/p>\n<p>Erken Cumhuriyet d\u00f6nemi \u00e7al\u0131\u015fmalar\u0131n\u0131n \u00e7ok b\u00fcy\u00fck bir k\u0131sm\u0131nda Ermeni soyk\u0131r\u0131m\u0131na \u2018yok muamelesi\u2019 \u00e7ekilmesi bu konuya verilecek ba\u015fka \u00f6nemli bir \u00f6rnek te\u015fkil eder. Kitab\u0131mda bu sorunu, \u201centegre tarih eksikli\u011fi\u201d olarak form\u00fcle etmi\u015f ve 1918 \u00f6ncesi tarihin 1923 sonras\u0131 tarih yaz\u0131m\u0131na entegre edilmesini mutlak bir zorunluluk olarak form\u00fcle etmi\u015ftim. Sorun bir tek tarih yaz\u0131mlar\u0131yla s\u0131n\u0131rl\u0131 de\u011fildir. Entelekt\u00fcel atmosferimizin de \u201cMilleti H\u00e2kime\u201d zihniyetince \u015fekillendi\u011fini iddia etmek isterim.<\/p>\n<p>T\u00fcrkiye\u2019nin ilerici ayd\u0131n \u00e7evreleri, Ermeni soyk\u0131r\u0131m\u0131yla ilgilenmeye ba\u015flad\u0131klar\u0131 andan itibaren konuyu \u2018ge\u00e7mi\u015fte kalm\u0131\u015f\u2019, \u2018belki y\u00fczle\u015filmesi gereken\u2019 moral bir sorun olarak ele ald\u0131, o kadar. Bu y\u00fczle\u015fme ihtiyac\u0131nda Hrant Dink\u2019in \u00f6ld\u00fcr\u00fclmesinin yaratt\u0131\u011f\u0131 psikolojik atmosferin \u00f6nemli bir rol\u00fc oldu\u011funu eklemek isterim. Apartheid tezine kar\u015f\u0131 T\u00fcrk hukuk sisteminde vatanda\u015f e\u015fitli\u011finin esas al\u0131nd\u0131\u011f\u0131n\u0131 g\u00f6steren bir\u00e7ok kanun sayanlar, rejimin G\u00fcney Afrika gibi a\u00e7\u0131k \u0131rk\u00e7\u0131l\u0131\u011fa dayanmad\u0131\u011f\u0131n\u0131 (aksi y\u00f6ndeki a\u00e7\u0131k verilere ra\u011fmen) ileri s\u00fcrenler olacakt\u0131r. Asl\u0131nda do\u011fru olmayan ve s\u0131radanla\u015fm\u0131\u015f bir kan\u0131ksaman\u0131n \u00fcr\u00fcn\u00fc olan bu ve benzeri tezlerle u\u011fra\u015fmak durumunday\u0131z. Bu nedenle \u00f6ncelikle T\u00fcrk Apartheid rejiminin \u00f6zellikleri nelerdir sorusuna cevap vermek gerekiyor. Burada s\u0131n\u0131rl\u0131 olarak dile getireceklerim, ilerde yap\u0131lacak tart\u0131\u015fmalar\u0131n ba\u015flang\u0131c\u0131 say\u0131lmal\u0131.<\/p>\n<p>T\u00fcrk Apartheid rejimi esas olarak d\u00f6rt ayr\u0131 ayak \u00fczerinde durur.<\/p>\n<p><strong>1-<\/strong>\u00a0<strong>Osmanl\u0131 Millet Sistemi:<\/strong>\u00a0Millet sistemi Apartheid de\u011fildir, \u00e7\u00fcnk\u00fc din temelli bu sistemde tabakalar aras\u0131 ge\u00e7i\u015f m\u00fcmk\u00fcnd\u00fcr. Osmanl\u0131\u2019da sonradan M\u00fcsl\u00fcman olmu\u015f sadrazam ve vezirlerin veya H\u0131ristiyan kalm\u0131\u015f \u00e7ok \u00fcst d\u00fczey b\u00fcrokratlar\u0131n varl\u0131\u011f\u0131n\u0131 herkes bilir. Cumhuriyet rejiminde ise millet sistemi sek\u00fcler bir karakter kazanm\u0131\u015ft\u0131r. Ve katmanlar aras\u0131na hukuk sistemiyle duvarlar \u00f6r\u00fclm\u00fc\u015f ve ge\u00e7i\u015fler imk\u00e2ns\u0131z hale getirilmi\u015ftir. Devlet b\u00fct\u00fcn\u00fcyle T\u00fcrk-M\u00fcsl\u00fcman grubun elindedir, t\u00fcm kontrol bu kesimdedir ve aralar\u0131na di\u011fer kesimlerden kimseyi almamaktad\u0131rlar. Dolay\u0131s\u0131yla, bug\u00fcnk\u00fc T\u00fcrkiye\u2019nin anla\u015f\u0131labilmesi i\u00e7in Millet-i H\u00e2kime zihniyetini merkeze alan yeni bir yakla\u015f\u0131m \u015fartt\u0131. Bizde de olan budur. Bug\u00fcn K\u00fcrt b\u00f6lgelerinde egemen olan Kayyum Sistemi bu \u2018\u00f6zel hukuk\u2019 uygulamalar\u0131n\u0131n basit bir devam\u0131ndan ba\u015fka bir \u015fey de\u011fildir.<\/p>\n<p><strong>3- Vatanda\u015f = T\u00fcrk:\u00a0<\/strong>1924 itibar\u0131yla vatanda\u015fl\u0131k ve T\u00fcrkl\u00fck aras\u0131na e\u015fit i\u015fareti konarak, kendilerini T\u00fcrk olarak tan\u0131mlamayanlar\u0131n e\u015fit vatanda\u015f olmas\u0131 imk\u00e2ns\u0131z hale sokulmu\u015ftur. E\u011fer (Fransa \u00f6rne\u011finde oldu\u011fu gibi) zorunlu asimilasyon,\u00a0<em>Homojenle\u015ftirme<\/em>\u00a0ba\u015far\u0131l\u0131 olsayd\u0131 belki bu Vatanda\u015f = T\u00fcrk tan\u0131m\u0131 anlam\u0131n\u0131 hukuken yitirmi\u015f olabilecekti. Ama yukarda s\u0131n\u0131rl\u0131 \u00f6rneklerini verdi\u011fim K\u00fcrtlere ve Alevilere ili\u015fkin geli\u015ftirilen \u00f6zel fi\u015flemeler ve bu kesimlere uygulanan meslek yasaklar\u0131yla bu tren ka\u00e7\u0131r\u0131lm\u0131\u015ft\u0131r. \u00d6zellikle PKK\u2019n\u0131n 1984\u2019te ba\u015flatt\u0131\u011f\u0131 silahl\u0131 m\u00fccadele ile de T\u00fcrkl\u00fck = Vatanda\u015fl\u0131k makas\u0131 giderek a\u00e7\u0131lmaktad\u0131r.<\/p>\n<p><strong>4-<\/strong>\u00a0<strong>G\u00fcvenlik endi\u015fesi ve beka korkusu:<\/strong>\u00a0T\u00fcrk rejiminin gerek H\u0131ristiyan ve Yahudilere gerekse \u00f6zellikle K\u00fcrtlere kar\u015f\u0131 t\u00fcm \u00f6zel kanun ve uygulamalar\u0131n\u0131n arkas\u0131ndaki neden, \u00fclkenin b\u00fct\u00fcnl\u00fc\u011f\u00fc konusunda duyulan g\u00fcvenlik kayg\u0131s\u0131d\u0131r. Bu kayg\u0131 nedeniyle, belki ge\u00e7ici bir s\u00fcre g\u00fcndeme getirilecek olsa anla\u015f\u0131labilecek olan \u00f6zel tedbirler zamanla de\u011fi\u015fmez bir sistem-kurum haline d\u00f6n\u00fc\u015fm\u00fc\u015ft\u00fcr.<\/p>\n<p>Burada sayd\u0131\u011f\u0131m 2., 3. ve 4. maddeler, ge\u00e7en yaz\u0131da tart\u0131\u015ft\u0131\u011f\u0131m gibi, \u0130srail\u2019de bir Apartheid rejimi oldu\u011fu iddialar\u0131n\u0131n temelini olu\u015fturdu. Apartheid rejiminin en tepesinde ya\u015fanan kayma ile Aleviler, \u00f6zellikle 2000\u2019li y\u0131llarla birlikte e\u015fit vatanda\u015fl\u0131k talebini daha da g\u00fc\u00e7l\u00fc dile getirmeye ba\u015flad\u0131lar. E\u011fer AKP\u2019nin \u2018e\u015fit vatanda\u015fl\u0131k sa\u011flama\u2019 amac\u0131na y\u00f6nelik s\u0131n\u0131rl\u0131 \u2018a\u00e7\u0131l\u0131m politikalar\u0131n\u0131\u2019 bir kenara b\u0131rak\u0131rsak, apartheid rejiminin tepesinde ya\u015fanan kayma ile birlikte, Alevilere y\u00f6nelik politikalarda da de\u011fi\u015fiklikler ya\u015fanmaya ba\u015flad\u0131. Rejimin Suriye politikalar\u0131na bu g\u00f6zle bakmak \u00e7ok \u00f6nemlidir. Milyonlarca S\u00fcnni Arap g\u00f6\u00e7men, \u00f6zellikle Alevilerin yo\u011fun olarak ya\u015fad\u0131\u011f\u0131 b\u00f6lgelere isk\u00e2n edilmektedir. Bu, rejim ile Aleviler aras\u0131ndaki yar\u0131\u011f\u0131 derinle\u015ftirecek ve Alevilerin e\u015fit vatanda\u015fl\u0131k aray\u0131\u015f\u0131n\u0131 daha da fazla tetikleyecek bir geli\u015fmedir.<\/p>\n<p>K\u00fcrtlerin giderek daha fazla sistem d\u0131\u015f\u0131na itilecek olmalar\u0131nda, PKK\u2019n\u0131n 1984 silahl\u0131 m\u00fccadeleye ba\u015flamas\u0131 \u00e7ok \u00f6nemli bir rol oynam\u0131\u015ft\u0131r. \u00d6rg\u00fct hakk\u0131ndaki kanaatlerimiz ne olursa olsun, PKK\u2019n\u0131n 1984\u2019te silahl\u0131 m\u00fccadeleye ba\u015flamas\u0131n\u0131n bir milat oldu\u011funu g\u00f6rmemiz gerekiyor. Rejimin K\u00fcrtler i\u00e7in kulland\u0131\u011f\u0131 \u201cT\u00fcrk vatanda\u015f\u0131\u201d kavram\u0131 belki yo\u011fun asimilasyon politikalar\u0131n\u0131n uyguland\u0131\u011f\u0131 d\u00f6nemlerde bir se\u00e7enek olma potansiyeline sahip olabilirdi. Ama rejimin fi\u015fleme sistemiyle, K\u00fcrtleri belli mesleklerden men etmesi ve sistem d\u0131\u015f\u0131na itmesi ile zay\u0131flayan bu asimilasyon alternatifi, 1984 silahl\u0131 m\u00fccadelesi ile \u00f6nemli bir d\u00f6n\u00fcm noktas\u0131na u\u011fram\u0131\u015ft\u0131r.<\/p>\n<p>Bug\u00fcn, \u201cT\u00fcrk vatanda\u015f\u0131\u201d kavram\u0131n\u0131n ba\u015fta K\u00fcrtler, T\u00fcrkler d\u0131\u015f\u0131ndaki topluluklar i\u00e7in de kullan\u0131l\u0131yor olmas\u0131 art\u0131k Apartheid Rejiminin en belirgin \u00f6zelli\u011fi olarak kabul edilmelidir. T\u00fcm \u00e7al\u0131\u015fma, haleti ruhiye, duygular, zihniyet kal\u0131plar\u0131, d\u00fc\u015f\u00fcnme bi\u00e7imleri gibi sosyo-psikolojik kavramlar etraf\u0131nda \u00f6r\u00fclm\u00fc\u015fken, sundu\u011fu tarihsel perspektifte bu kategoriler, parti kararlar\u0131yla de\u011fi\u015fecek ve\/veya \u2018rafa kald\u0131r\u0131lacak\u2019 (s. 130) politik tercihlere d\u00f6n\u00fc\u015f\u00fcyor. \u0130ttihat ve Terakki veya Kemalistler, \u2018Osmanl\u0131l\u0131k, M\u00fcsl\u00fcmanl\u0131k, M\u00fcsl\u00fcmanl\u0131k-T\u00fcrkl\u00fck ve T\u00fcrkl\u00fck\u2019 s\u00f6zle\u015fmeleri gibi bir s\u00f6zle\u015fmeden \u00f6tekine atl\u0131yorlar. Sonu\u00e7ta, neredeyse y\u0131ldan y\u0131la, parti kararlar\u0131yla de\u011fi\u015ftirilen zihniyet kategorileri, davran\u0131\u015f normlar\u0131, hissedi\u015f halleri gibi tuhaf bir durumla kar\u015f\u0131 kar\u015f\u0131ya kal\u0131yoruz.<\/em><\/p>\n<p class=\"reference\"><em>Onun bu metodolojik hatas\u0131,\u00a0metafor\u00a0olarak kulland\u0131\u011f\u0131n\u0131 s\u00f6yledi\u011fi s\u00f6zle\u015fme kavram\u0131n\u0131 da (s. 21, 55, 78 vb.) \u00e7ok sorunlu bir hale sokuyor. Literat\u00fcrde, tarihsel olan\u0131 d\u0131\u015flamay\u0131 gerektiren kurgusal (do\u011fa durumunu) a\u00e7\u0131klamak i\u00e7in kullan\u0131lan \u2018toplum s\u00f6zle\u015fmesi\u2019 ile kendi \u2018s\u00f6zle\u015fme\u2019 kavram\u0131 aras\u0131ndaki ba\u011flant\u0131y\u0131 tam bir arapsa\u00e7\u0131na d\u00f6nd\u00fcr\u00fcyor. Ve \u00e7al\u0131\u015fmada bir metafordan \u00e7ok yaz\u0131l\u0131 siyasi metinler, \u2018akitlerle\u2019 veya siyasi ayak oyunlar\u0131yla tan\u0131mlanan s\u00f6zle\u015fme kavram\u0131yla kar\u015f\u0131la\u015f\u0131yoruz.<\/em><\/p>\n<p class=\"reference\"><em>\u00d6rne\u011fin, baz\u0131 politik gruplar\u0131n bir araya gelmesi, yani siyasi birliktelikler (s. 148-149) s\u00f6zle\u015fme say\u0131l\u0131yor; Anadolu\u2019daki kongre kararlar\u0131, (s. 148) s\u00f6zle\u015fmenin yaz\u0131l\u0131 metinleri olarak telakki ediliyor; \u201cs\u00f6zle\u015fmenin birinci maddesi\u2026 ikinci maddesi\u201d (s. 165) gibi ifadelere yer veriliyor. Ayr\u0131ca, Mustafa Kemal\u2019in \u201cs\u00f6zle\u015fmeye riayet etti\u011fi\u201d gibi ifadelerle s\u00f6zle\u015fme g\u00fcnl\u00fck siyasetteki politik manevralar d\u00fczeyine indirgeniyor, vb. E\u011fer \u00dcnl\u00fc\u2019ye referans verseydim bu metodolojik hatalarla \u00f6zel olarak u\u011fra\u015fmam gerekecekti.<\/em><\/p>\n<p class=\"reference\"><em>Ayr\u0131ca, 1990\u2019larda, Norbert Elias\u2019\u0131n habitus kavram\u0131ndan hareketle benzeri konularda \u00e7e\u015fitli makaleler kaleme alm\u0131\u015f birisi olarak, \u00dcnl\u00fc\u2019n\u00fcn eserindeki metodolojik hatalar\u0131n kimse taraf\u0131ndan fark edilmemi\u015f ve eserin abart\u0131ya ka\u00e7an \u00f6vg\u00fcler d\u0131\u015f\u0131nda ciddi bi\u00e7imde tart\u0131\u015f\u0131lmam\u0131\u015f olmas\u0131, cevab\u0131n\u0131 vermek zorunda oldu\u011fum bir ba\u015fka soru olacakt\u0131.
