Heyetlerdeki isimler de\u011fi\u015fse de bu tart\u0131\u015fmada da pozisyonlar ayn\u0131 kalacakt\u0131. Yunan delegasyonunda ba\u015fkan Papas yerini Aristide Fokas\u2019a (Phocas), T\u00fcrk heyetinde ise Tevfik R\u00fc\u015ft\u00fc Bey, ba\u015fkanl\u0131k koltu\u011funu \u015e\u00fckr\u00fc (Sara\u00e7o\u011flu) Bey\u2019e b\u0131rakm\u0131\u015ft\u0131. Yine de esas mesele, \u201cRum Ortodoks\u201d tabirindeki Rum\u2019un ne anlama geldi\u011fini tayin etme m\u00fccadelesine d\u00f6n\u00fc\u015f\u00fcrken, m\u00fcbadelenin fikrinin siyasi amac\u0131n\u0131 a\u00e7\u0131k eden tart\u0131\u015fmalar ya\u015fanacakt\u0131.<\/p>\n<p>Komisyonun 26 May\u0131s\u2019taki oturumu, Fokas\u2019\u0131n meseleye dair uzun sunumuyla a\u00e7\u0131l\u0131yordu. Buna g\u00f6re, T\u00fcrk taraf\u0131n\u0131n tezi uyar\u0131nca, hi\u00e7bir \u0131rk ay\u0131rt etmeksizin T\u00fcrkiye vatanda\u015f\u0131 olan t\u00fcm Ortodokslar\u0131, yani Ruslar\u0131, Vlahlar\u0131 ve Arnavutlar\u0131 n\u00fcfus de\u011fi\u015fimine dahil etmek gerekirdi. Bunun yap\u0131lmamas\u0131n\u0131n nedeni, Rum Ortodoks tabirinin \u0131rksal olarak Rum, dinsel olarak Ortodoks olanlar\u0131 kastetmesiydi. \u201cS\u00f6zle\u015fme yap\u0131l\u0131rken bu tabire kar\u015f\u0131l\u0131k M\u00fcsl\u00fcman ibaresi kullan\u0131lm\u0131\u015ft\u0131, \u00e7\u00fcnk\u00fc T\u00fcrkiye o s\u0131rada \u015feri idareyle y\u00f6netilen bir din devletiydi\u201d diyen Fokas, Arap Ortodokslar\u0131 neden istemediklerini a\u00e7\u0131klarken, M\u00fcbadele\u2019yle hedefledikleri milliyet\u00e7i tahayy\u00fcllerinin bir n\u00fcfus homojenle\u015ftirmesi oldu\u011funu a\u00e7\u0131k ediyordu:<\/p>\n<p>N\u00fcfus de\u011fi\u015fiminin etkilerini Yunan n\u00fcfusuyla ilgili olarak bile s\u0131n\u0131rlamak i\u00e7in m\u00fccadele ederken, Yunanistan\u2019\u0131n hi\u00e7bir ba\u011f\u0131 veya ahlaki sorumlulu\u011fu bulunmayan gayri-Yunan n\u00fcfusu kendi topraklar\u0131na almak istemesi d\u00fc\u015f\u00fcn\u00fclemez.<\/p>\n<p>Fokas\u2019a g\u00f6re, Lozan\u2019daki T\u00fcrk delegasyonunun m\u00fcbadele tart\u0131\u015f\u0131l\u0131rken, \u201cT\u00fcrkiye vatanda\u015f\u0131 Rumlar\u0131\u201d kapsamas\u0131n\u0131 istemi\u015fti \u00e7\u00fcnk\u00fc delegasyondan R\u0131za Nur\u2019un belirtti\u011fi gibi, esas ama\u00e7lar\u0131 \u201cT\u00fcrkiye\u2019deki Yunan yay\u0131lmac\u0131l\u0131\u011f\u0131n\u0131 bast\u0131rmak\u201dt\u0131. Dolay\u0131s\u0131yla, Rum olmayan Ortodoks n\u00fcfusun m\u00fcbadil say\u0131lmas\u0131na gerek yoktu, zira onlardan gelen bir \u201cYunan yay\u0131lmac\u0131l\u0131\u011f\u0131 tehdidi\u201d olmayacakt\u0131.[13]<\/p>\n<p>Yunan delegasyonunun kabullendi\u011fi Anadolu Rumlar\u0131n\u0131n Yunan milliyet\u00e7ili\u011finin ve yay\u0131lmac\u0131l\u0131\u011f\u0131n\u0131n uzant\u0131s\u0131 oldu\u011fu arg\u00fcman\u0131yla \u015e\u00fckr\u00fc Bey elbette ki hemfikirdi. Bu fikrin pratik sonu\u00e7lar do\u011furmas\u0131 i\u00e7in, Rum Ortodoks tabirinin kapsad\u0131\u011f\u0131 t\u00fcm unsurlar\u0131n \u00fclkeden g\u00f6nderilmesi gerekti\u011fini dile getiren \u015e\u00fckr\u00fc Bey\u2019e g\u00f6re, bu ibareye yaln\u0131zca dini bir anlam y\u00fcklenebilirdi ve bunun d\u0131\u015f\u0131nda kalan hi\u00e7bir dilsel ve \u0131rksal kriter komisyonda tart\u0131\u015f\u0131labilecek \u015feyler de\u011fildi. Senieddin Bey de \u201ctarihsel ve kiliseye dair \u00f6nemi haiz bu tabir\u201din ne anlama geldi\u011finin \u015f\u00fcphe g\u00f6t\u00fcrmedi\u011fini bir kez daha dillendirse de, komisyonun Avrupal\u0131 \u00fcyelerinin kafas\u0131 \u00e7ok kar\u0131\u015fm\u0131\u015ft\u0131. Osmanl\u0131 \u0130mparatorlu\u011fu\u2019ndaki Ortodoks kiliselerin s\u0131n\u0131fland\u0131r\u0131lmas\u0131 ara\u015ft\u0131r\u0131l\u0131rken, Yunan heyeti bu konunun cevab\u0131n\u0131n akademide oldu\u011funu s\u00f6yl\u00fcyordu. \u015e\u00fckr\u00fc Bey ise yaln\u0131zca \u015fu sorunun basit\u00e7e cevapland\u0131r\u0131lmas\u0131 konusunda \u0131srarc\u0131yd\u0131: \u201cRum Ortodoks kelimesinin dini bir anlam\u0131 m\u0131 var, etnik bir anlam\u0131 m\u0131 var?\u201d[14]<\/p>\n<p><strong>\u201cRum Ortodokslar m\u0131, Ortodoks Rumlar m\u0131?\u201d<\/strong><\/p>\n<p>28 May\u0131s\u2019taki oturum, Ortodoks teriminin ne anlama geldi\u011fine dair farkl\u0131 yorumlarla a\u00e7\u0131ld\u0131. Yunan heyeti, British Encyclopedia\u2019ya at\u0131f yaparak Ortodoks Kilisesi\u2019nin \u0131rksal bir ayr\u0131m yapmadan t\u00fcm \u201cDo\u011fu Kiliseleri\u201dni kapsad\u0131\u011f\u0131n\u0131 iddia ederken, Senieddin Bey, \u201cOrtodoks\u201dun ger\u00e7ek kelime anlam\u0131n\u0131n \u201cdo\u011fru inan\u00e7\u201d oldu\u011funu ve Katoliklerin de bu anlamda Ortodoks kabul edilebilece\u011fini \u00f6ne s\u00fcrerek meseleye yeni bir boyut kat\u0131yordu. Giderek detaylara inilen tart\u0131\u015fmada, Yunanistan delegasyonuna g\u00f6re, Lozan\u2019dan Ortodoks tabirine Rum kelimesinin eklenmesinin bir anlam\u0131 vard\u0131, yani \u201cRum olmayan Ortodokslar\u201d m\u00fcbadil say\u0131lamazd\u0131. \u015e\u00fckr\u00fc Bey ise \u201cs\u00f6zle\u015fmede Ortodoks Rumlar tabirinin de\u011fil Rum Ortodoks tabirinin kullan\u0131lmas\u0131\u201dn\u0131n tamamen dinsel kimli\u011fe bir g\u00f6nderme oldu\u011funu d\u00fc\u015f\u00fcn\u00fcyordu. Yunan heyetinden Diamantopoulos\u2019un T\u00fcrk delegasyonunun \u201cArap Ortodoks Kilisesi\u2019nin Rum Ortodoks Kilisesi\u2019nden farkl\u0131 oldu\u011funu\u201d dile getirmesi \u00fczerine \u015e\u00fckr\u00fc Bey\u2019in verdi\u011fi cevap netti: \u201cRum Ortodoks Kilisesi\u2019nden farkl\u0131 bir Arap Ortodoks Kilisesi\u2019nin varl\u0131\u011f\u0131ndan haberdar de\u011filim.\u201d<\/p>\n<p>Ard\u0131ndan, \u015e\u00fckr\u00fc Bey\u2019in \u015fu a\u00e7\u0131klamas\u0131, meseleyi Ortodoks Kilisesi hiyerar\u015fisinin detaylar\u0131na \u00e7ekiyordu: \u201cE\u011fer T\u00fcrkiye, t\u00fcm Ortodokslardan kurtulmak isteseydi, daha genel bir form\u00fcl uygulard\u0131. E\u011fer T\u00fcrkiye t\u00fcm Rumlardan kurtulmak isteseydi, etnik bir terim kullan\u0131rd\u0131, nokta! Dolay\u0131s\u0131yla, s\u00f6zle\u015fmede ne t\u00fcm Ortodokslar ne de t\u00fcm Rumlar kastediliyor. Bu y\u00fczden, \u00f6rne\u011fin, Rus Kilisesi\u2019ne ba\u011fl\u0131 olanlar m\u00fcbadil say\u0131lm\u0131yorlar, yaln\u0131zca Rum Ortodoks dininden T\u00fcrk vatanda\u015flar\u0131 m\u00fcbadele edilmeliler.\u201d Buna cevaben Fokas \u201cRum Ortodoks diye bir dinin olmad\u0131\u011f\u0131n\u0131 ve Ortodoks Kilisesi\u2019ne ba\u011fl\u0131 Rumlar\u0131 tan\u0131mlayan etno-dinsel bir niteleme\u201d oldu\u011funu \u0131srarla dile getiriyordu. Avrupal\u0131 tarafs\u0131z heyet bu \u00e7\u0131kmaz \u00fczerine oturumu yine tatil etti.<\/p>\n<p>30 May\u0131s\u2019ta geri d\u00f6n\u00fclen tart\u0131\u015fmada art\u0131k s\u00f6z, tarafs\u0131z heyetteydi. \u0130lk ba\u015fta s\u00f6z alan Hans Holstad, Fokas\u2019\u0131n \u00f6ne s\u00fcrd\u00fc\u011f\u00fc Rum kelimesinin Ortodoks ibaresine etnik bir anlam y\u00fcklemek i\u00e7in eklendi\u011fi tezine kat\u0131lmad\u0131\u011f\u0131n\u0131 dile getiriyor ve Do\u011fu Kiliseleri\u2019nden Kud\u00fcs, \u0130skenderiye, Antakya ve \u0130stanbul\u2019un aras\u0131nda nas\u0131l bir ba\u011f oldu\u011funa dair daha fazla \u015fey \u00f6\u011frenmek istiyordu. \u201cMeseleye v\u00fccuttaki hasta par\u00e7ay\u0131 almaya \u00e7al\u0131\u015fan bir cerrah gibi yakla\u015fmak gerekti\u011fini\u201d s\u00f6yleyen de Lara\u2019n\u0131n savundu\u011fu \u00e7\u00f6z\u00fcm milli bilin\u00e7 ba\u011f\u0131na bak\u0131lmas\u0131yd\u0131. Ona g\u00f6re, \u201cYunan vatanda\u015f\u0131 olan M\u00fcsl\u00fcmanlar, Osmanl\u0131 tebaas\u0131 oldu\u011fundan y\u00fczy\u0131llar ve nesiller boyunca T\u00fcrk milli bilinciyle ya\u015fam\u0131\u015flard\u0131.\u201d \u00d6te yandan, \u201cKilikya\u2019daki Arap Ortodokslar\u0131n ise Yunan milli bilinciyle hi\u00e7bir ili\u015fkisi olmam\u0131\u015ft\u0131.\u201d Komisyon Ba\u015fkan\u0131 Karl Widding ise \u201cmeselenin \u00e7\u00f6z\u00fcm\u00fcn\u00fcn komisyonun yetkinli\u011fini a\u015ft\u0131\u011f\u0131 i\u00e7in akademik yay\u0131nlara ba\u015fvurmak gerekti\u011fini\u201d savunuyordu ve yine British Encyclopedia\u2019ya d\u00f6nerek Do\u011fu Ortodoks Kiliseleri\u2019nin ili\u015fkilerini \u00e7\u00f6z\u00fcmlemeye \u00e7al\u0131\u015f\u0131yordu. Widding, \u00e7at\u0131s\u0131 alt\u0131nda toplamda 14 farkl\u0131 kilisenin bulundu\u011fu bu \u201cfederasyon\u201dun i\u00e7indeki \u0130stanbul Rum Kilisesi\u2019ne ba\u011fl\u0131 olanlara Rum Ortodoks denmesinin uygun oldu\u011funu d\u00fc\u015f\u00fcn\u00fcyordu.[15] Yunan ve T\u00fcrk delegasyonlar\u0131n\u0131n daha \u00f6nceki g\u00f6r\u00fc\u015flerini tekrarlad\u0131klar\u0131 uzun bir tart\u0131\u015fman\u0131n ard\u0131ndan, komisyon meseleyle ilgili ilk karar\u0131n\u0131 bir g\u00fcn sonra a\u00e7\u0131klayacakt\u0131. 31 May\u0131s 1927\u2019de Muhtelit Komisyon, M\u00fcbadele S\u00f6zle\u015fmesi\u2019nin 1. maddesinin yaln\u0131zca dini esas alan ibarelerden olu\u015ftu\u011funu onaylarken, bu maddedeki \u201cRum Ortodoks kelimesinin t\u00fcm Do\u011fu Kiliselerini tan\u0131mlayan bir kavram olmad\u0131\u011f\u0131\u201d karar\u0131n\u0131 verdi. \u015e\u00fckr\u00fc Bey\u2019in bu karar\u0131n sorunu \u00e7\u00f6zmedi\u011fini ve m\u00fcbadeledeki uygulamalara bir netlik getirmek i\u00e7in hangi kiliselerin \u201cRum Ortodoks tabirinin d\u0131\u015f\u0131nda kald\u0131\u011f\u0131n\u0131n belirlenmesi gerekti\u011fini\u201d dile getirmesi \u00fczerine komisyon bu konu \u00fczerine \u00e7al\u0131\u015fmaya devam edecekti.[16]<\/p>\n<p><strong>\u201cYaln\u0131zca \u0130stanbul Kilisesi\u2019ne ba\u011fl\u0131 olanlara Rum Ortodoks denir\u201d<\/strong><\/p>\n<p>Aral\u0131k 1927\u2019de komisyon meseleye dair nihai karar\u0131n\u0131 vermeden \u00f6nce, M\u0131s\u0131r\u2019da yay\u0131nlanan Al-Mukattam gazetesi, T\u00fcrkiye\u2019nin bir \u015fekilde Mersin\u2019deki Arap Ortodokslar\u0131 g\u00f6nderece\u011fi fikrindeydi. 1 Temmuz 1927\u2019de yay\u0131nlanan yaz\u0131da, T\u00fcrkiye\u2019nin bu insanlar\u0131n durumunu \u201cdaha yumu\u015fak\u201d ve \u201cadalet duygusu\u201d i\u00e7erisinde de\u011ferlendirmesini umuyordu:<\/p>\n<p>Suriyeli ve L\u00fcbnanl\u0131 Rum Ortodokslar, Rum de\u011filler ve T\u00fcrkiye\u2019ye kar\u015f\u0131 Rumlar gibi hareket etmediler. Onlarca y\u0131ld\u0131r Kilikya\u2019ya yerle\u015fmi\u015f olan ve M\u00fcbadele\u2019ye dahil edilmelerinin ciddi ekonomik zarar getirece\u011fi birka\u00e7 bin insandan bahsediyoruz.[17]<\/p>\n<p>\u0130talya\u2019da \u00e7\u0131kan Oriente Moderno dergisi de Temmuz 1927 say\u0131s\u0131nda Yunan heyetinin sundu\u011fu Ortodoks Kilisesi hiyerar\u015fisi listesiyle komisyon g\u00fcndemine gelen meselenin Mersinli Arap Ortodokslar\u0131n m\u00fcbadil say\u0131lmas\u0131yla nihayete erece\u011fini yaz\u0131yordu.[18]<\/p>\n<p>15 Eyl\u00fcl\u2019de komisyon, art\u0131k Rum Ortodoks ibaresinden kast\u0131n kimler oldu\u011funu karara ba\u011flamak i\u00e7in topland\u0131\u011f\u0131nda, Yunan heyetinden Diamantopoulos, tart\u0131\u015fman\u0131n oda\u011f\u0131 olacak \u00f6neriyi yapacakt\u0131: \u201cM\u00fcbadele S\u00f6zle\u015fmesi, dini bak\u0131\u015f a\u00e7\u0131s\u0131yla Fener\u2019deki Ek\u00fcmenik Patrikhane\u2019ye ba\u011fl\u0131 olanlar d\u0131\u015f\u0131ndakileri kapsayamaz.\u201d Yunan delegasyonunun bu \u00f6nerisine g\u00f6re, Antakya, Kud\u00fcs ve \u0130skenderiye Patrikhanelerine ba\u011fl\u0131 olanlar\u0131n d\u0131\u015f\u0131nda otosefal (ba\u011f\u0131ms\u0131z) kiliselerin mensuplar\u0131na da Rum Ortodoks denemezdi ve bu y\u00fczden M\u00fcbadele\u2019den azade k\u0131l\u0131nmalar\u0131 gerekiyordu. Bu kiliselere mensup olanlar\u0131n Rum Ortodoks de\u011fillerse ne olduklar\u0131n\u0131 sorma gere\u011fi hisseden \u015e\u00fckr\u00fc Bey, Yunan heyetini \u201cdini bir doktrini b\u00f6lgesel s\u0131n\u0131rlarla kar\u0131\u015ft\u0131rmakla\u201d su\u00e7lad\u0131. Zira ona g\u00f6re, \u201cBu patrikhaneleri birbirlerinden tamam\u0131yla ayr\u0131 dini yap\u0131lar olarak kabul etmek \u00e7ok hatal\u0131yd\u0131. \u00d6yle olsalard\u0131, \u00f6nceki \u0130stanbul Patri\u011fi Meletios, \u0130skenderiye Patri\u011fi se\u00e7ilemezdi.\u201d \u015e\u00fckr\u00fc Bey\u2019in \u015fu sorusu, komisyondakilerin kafas\u0131n\u0131 iyice kar\u0131\u015ft\u0131racakt\u0131: \u201cEsasen \u0130skenderiyeli olan ama 40 y\u0131ld\u0131r \u0130zmir\u2019de ya\u015fayan T\u00fcrk vatanda\u015f\u0131 bir Rum Ortodoks m\u00fcbadil midir, de\u011fil midir?\u201d Komisyonun Avrupal\u0131 \u00fcyeleri saatlerce s\u00fcren tart\u0131\u015fmadan yine yeterince fikir sahibi olarak ayr\u0131lmam\u0131\u015flard\u0131 ve meselenin \u00e7\u00f6z\u00fcm\u00fc yine ertelenecekti.[19] Kamuoyu, Yunan delegasyonunun bu tart\u0131\u015fmadan istedi\u011fini elde edemeyece\u011fini d\u00fc\u015f\u00fcnmeye ba\u015flam\u0131\u015ft\u0131. \u0130stanbul\u2019da Frans\u0131zca yay\u0131nlanan Stamboul gazetesine g\u00f6re, \u201cMersin\u2019de ikamet eden Ortodoks Araplar, \u00fclkeyi terk etmek i\u00e7in haz\u0131rlanmaya ba\u015flam\u0131\u015flard\u0131.\u201d[20]<\/p>\n<p>Fakat netice kamuoyunun bekledi\u011fi gibi olmayacakt\u0131. 27 Aral\u0131k 1927\u2019de bir kez daha toplanan komisyon, tarafs\u0131z \u00fcyelerden Widding ve komisyon d\u00f6nem ba\u015fkan\u0131 General Manuel de Lara\u2019n\u0131n \u201cevet\u201d oyu ve Holstad\u2019\u0131n kar\u015f\u0131 oyuyla, Antakya Patrikhanesi\u2019ne ba\u011fl\u0131 Ortodokslar\u0131 m\u00fcbadelenin d\u0131\u015f\u0131nda b\u0131rakt\u0131.[21] Komisyonun karar\u0131na g\u00f6re, Antakya Patrikhanesi\u2019ne mensup Ortodokslar Rum Ortodoks olarak tan\u0131mlanamazd\u0131. Bu kategorilerden biri ise \u201cRum Ortodoks\u201dtu.
