K\u00fcrt Teali Cemiyeti\u2019nin de \u00f6nde gelen isimlerinden olan Emin Ali Bey, Cemiyet i\u00e7inde Seyyid Abd\u00fclkadir\u2019in lideri oldu\u011fu otonomi taraftarlar\u0131na kar\u015f\u0131 \u201cBa\u011f\u0131ms\u0131z K\u00fcrdistan\u201d fikrini savunanlar\u0131n ba\u015f\u0131n\u0131 \u00e7eker.<\/p>\n<p>Emin Ali Bey, bir millet kimli\u011finin olu\u015fmas\u0131nda e\u011fitimin \u00e7ok \u00f6nemli bir fakt\u00f6r oldu\u011funu d\u00fc\u015f\u00fcnd\u00fc\u011f\u00fcnden o\u011fullar\u0131 S\u00fcreyya, Celadet ve Kamuran\u2019\u0131n \u00e7ok iyi bir e\u011fitim g\u00f6rmesini sa\u011flar. 1887\u2019de \u0130stanbul\u2019da do\u011fan Celadet, babas\u0131n\u0131n bu arzusunu fazlas\u0131yla yerine getirir; doktora yapan bir hukuk\u00e7u ve K\u00fcrt\u00e7enin yan\u0131 s\u0131ra T\u00fcrk\u00e7e, \u0130ngilizce, Frans\u0131zca, Almanca, Fars\u00e7a, Arap\u00e7a ve Yunancaya h\u00e2kim bir dilbilimci olur.<\/p>\n<p>Birinci D\u00fcnya Sava\u015f\u0131 ve ard\u0131ndan gelen m\u00fctareke y\u0131llar\u0131nda, genelde K\u00fcrt ayd\u0131nlar\u0131 aras\u0131nda oldu\u011fu gibi, Bedirxan Ailesi\u2019nin mensuplar\u0131 aras\u0131nda da K\u00fcrtlerin gelece\u011fine dair farkl\u0131 g\u00f6r\u00fc\u015fler ortaya \u00e7\u0131kar. Emin Ali Bey ve \u00fc\u00e7 o\u011flu (S\u00fcreyya, Celadet ve Kamuran) \u0130stanbul ve Ankara H\u00fck\u00fcmetlerine kar\u015f\u0131 bir tav\u0131r al\u0131rken, Emin Ali Bey\u2019in k\u00fc\u00e7\u00fck o\u011flu Tevfik Ali \u00c7\u0131nar ile aileden Vas\u0131f \u00c7\u0131nar ve Esat \u00c7\u0131nar, Mustafa Kemal\u2019in yan\u0131nda saf tutarlar.<\/p>\n<p>\u201cVas\u0131f \u00c7\u0131nar, Mustafa Kemal d\u00f6neminde Mill\u00ee E\u011fitim Bakanl\u0131\u011f\u0131 yapt\u0131. Musa Anter, aileye \u2018\u00c7\u0131nar\u2019 soyad\u0131n\u0131 Mustafa Kemal\u2019in verdi\u011fini s\u00f6yl\u00fcyor. Emin Ali Bey ve S\u00fcreyya Bey M\u0131s\u0131r\u2019a yerle\u015firler, Celadet ve Kamuran Beyler de Almanya\u2019da hukuk doktoras\u0131 yaparlar. Celadet Bey, 1930\u2019da, o vakitler Fransa\u2019n\u0131n mandas\u0131 olan Suriye\u2019nin ba\u015fkenti \u015eam\u2019a yerle\u015fir. Siyasi faaliyetlerini yo\u011funla\u015ft\u0131r\u0131r ve Hoybun (Xoybun) Cemiyeti\u2019nin kurulu\u015funda \u00f6nemli bir rol icra eder. A\u011fr\u0131 \u0130syan\u0131\u2019na destek olmak i\u00e7in; Mardin dolaylar\u0131nda ikinci bir cephe a\u00e7mak amac\u0131yla gizlice T\u00fcrkiye\u2019ye gelir, ancak ba\u015far\u0131s\u0131z olunca \u015eam\u2019a geri d\u00f6ner.<\/p>\n<p>Celadet Bey, \u015eam\u2019a d\u00f6nd\u00fckten sonra, 1951\u2019de hayat\u0131n\u0131 kaybedinceye kadar s\u00fcrd\u00fcrd\u00fc\u011f\u00fc dil ve k\u00fclt\u00fcr \u00e7al\u0131\u015fmalar\u0131n\u0131n i\u00e7ine g\u00f6m\u00fcl\u00fcr. Asl\u0131nda onun dile olan sevdas\u0131 gen\u00e7lik y\u0131llar\u0131nda ba\u015flar. \u0130stanbul\u2019da iken Halil Hayali\u2019nin (Xel\u00eel Xeyal\u00ee) \u00f6nc\u00fcl\u00fc\u011f\u00fcn\u00fc yapt\u0131\u011f\u0131; K\u00fcrt dilinin Latin alfabesiyle yaz\u0131lmas\u0131 \u00e7al\u0131\u015fmalar\u0131na kat\u0131l\u0131r. Suriye\u2019de \u00e7\u0131kard\u0131\u011f\u0131 Hawar Dergisi ve Ronah\u00ee Gazetesi, Latin alfabesiyle yay\u0131nlanan ilk K\u00fcrt yay\u0131n organlar\u0131 olurlar.<\/p>\n<p>1933\u2019te Cumhuriyet\u2019in 10\u2019uncu kurulu\u015f y\u0131ld\u00f6n\u00fcm\u00fc m\u00fcnasebetiyle genel bir af \u00e7\u0131kar\u0131l\u0131nca Celadet Bey, Mustafa Kemal\u2019e hitaben bir mektup kaleme al\u0131r. \u201cGazi Pa\u015fa Hazretleri\u201d hitab\u0131yla ba\u015flayan, a\u00e7\u0131k bir mektup bi\u00e7iminde ve Arap harfleriyle yaz\u0131lan bu tarihi belgenin ilk bask\u0131s\u0131 Hawar K\u00fct\u00fcphanesi\u2019nin 6\u2019nc\u0131 Kitab\u0131 olarak 1933\u2019te \u015eam\u2019da yap\u0131l\u0131r.<\/p>\n<p>Mektubun Latin harfleriyle bas\u0131lmas\u0131 40 y\u0131l\u0131 bulur; Dr. Nuri Dersimi 1973\u2019te Halep\u2019te mektubu Latin harfleriyle basar. Akabinde Komal Yay\u0131nevi 1977\u2019de mektubu sadele\u015ftirerek, 1992\u2019de Doz Yay\u0131nlar\u0131 da mektubu oldu\u011fu gibi yay\u0131nlar. Doz Yay\u0131nlar\u0131, 2010\u2019da Mustafa Aydo\u011fan\u2019\u0131n yeni transkripsiyonunu esas alarak, Celadet Bey\u2019in mektubunun yeni bir bas\u0131m\u0131n\u0131 yapar.*<\/p>\n<p><strong>\u201cDa\u011fl\u0131 T\u00fcrklerin Lisan\u0131\u201d<\/strong><\/p>\n<p>Celadet Bey, mektubunda hem dilbilimci hem de siyaset\u00e7i-hukuk\u00e7u kimli\u011fini ku\u015fan\u0131r. Mektubunun ikinci k\u0131sm\u0131nda bir dilbilimci olarak, Cumhuriyet rejiminin K\u00fcrt\u00e7eye kar\u015f\u0131 izledi\u011fi siyaseti, nazik bir dille ama \u00e7ok sert bir \u015fekilde tenkit eder. Uzun ve detayl\u0131 bir tahlil yapar, kelime ve c\u00fcmle d\u00fczeyinde misaller vererek, di\u011fer dillerle kar\u015f\u0131la\u015ft\u0131rmalara ba\u015fvurarak K\u00fcrt\u00e7eye kar\u015f\u0131 ileri s\u00fcr\u00fclen tezlerin ne denli bilim d\u0131\u015f\u0131 oldu\u011funu ispatlamaya gayret eder.<\/p>\n<p>K\u00fcrt\u00e7enin bir dil olmad\u0131\u011f\u0131n\u0131 ileri s\u00fcrenlerin veya K\u00fcrt\u00e7enin Latin harfleriyle yaz\u0131lmas\u0131n\u0131 Ermenilere ba\u011flayanlar\u0131n bilim ile herhangi bir irtibatlar\u0131n\u0131n olmad\u0131\u011f\u0131n\u0131 belirtir. T\u00fcrkiye Cumhuriyeti\u2019nin K\u00fcrt\u00e7eye kar\u015f\u0131 hasm\u00e2ne tutumunun, di\u011fer bask\u0131c\u0131 devletlere de ilham verdi\u011fini s\u00f6yler.<\/p>\n<p>\u201cMaarif vekillerinizden Necati Bey, K\u00fcrdistan\u2019da yapm\u0131\u015f oldu\u011fu bir tedkik seyahat\u0131n\u0131 m\u00fcteakip vuku bulan beyanat\u0131nda, K\u00fcrdlerden ve lisanlar\u0131ndan bahsederken diyor ki \u2018Evet, da\u011fl\u0131 T\u00fcrklerin lisan\u0131 m\u00fcrur-i zaman ile biraz \u00e7etrefille\u015fmi\u015f.\u2019<\/p>\n<p>Bu ta\u2019bir K\u00fcrtleri temsil veya imha etmek isteyen h\u00fck\u00fcmetler nezdinde adeta moda oldu. T\u00fcrkiye H\u00fck\u00fcmeti K\u00fcrdlere \u2018Da\u011fl\u0131 T\u00fcrk\u2019 dedi\u011fi gibi, Acemistan\u2019da da birka\u00e7 seneden beri ayn\u0131 ta\u2019biri istimal ve Acemistan K\u00fcrdlerine \u2018Da\u011fl\u0131 Acem\u2019 demeye ba\u015flad\u0131. Irak da bu modaya teb\u2019iyet etti\u011fi takdirde yar\u0131n Irak\u2019ta da \u2018Da\u011fl\u0131 Araplar\u0131n\u2019 zuhur eylemesi emri tabidir.\u201d (s. 59)<\/p>\n<p><strong>\u201c\u015eark\u0131n En Zengin Lisan\u0131\u201d<\/strong><\/p>\n<p>Celadet Bey; K\u00fcrt\u00e7enin T\u00fcrk\u00e7enin bir par\u00e7as\u0131 veya bozulmu\u015f bir \u015fekli oldu\u011funa dair iddialar\u0131, ilmi ciddiyetten uzak g\u00f6r\u00fcr ve \u015fiddetle reddeder. K\u00fcrt\u00e7enin men\u015fe, \u015fekil ve aile itibar\u0131yla T\u00fcrk\u00e7eden tamamen farkl\u0131 ve kendi ba\u015f\u0131na bir dil oldu\u011funun alt\u0131n\u0131 \u00e7izer. Do\u011fu dilleri aras\u0131nda K\u00fcrt\u00e7enin \u201cmevkiine\u201d dair ki\u015fisel bir fikir belirtmez, bunu ileri zamanlarda yapaca\u011f\u0131n\u0131 s\u00f6yler. Fakat K\u00fcrt\u00e7enin de\u011feri mevzuunda, Kemalist y\u00f6netime itiraz edemeyece\u011fi bir adresi i\u015faret eder: Ziya G\u00f6kalp.<\/p>\n<p>\u201cT\u00fcrkl\u00fc\u011f\u00fcn en b\u00fcy\u00fck peygamberi olan Ziya G\u00f6kalp Bey\u2019in K\u00fcrdce hakk\u0131nda cidden \u015fayan-\u0131 dikkat olan bir h\u00fckm\u00fcn\u00fc burada zikredece\u011fim. Ziya G\u00f6kalp Bey Diyarbak\u0131rl\u0131 bir K\u00fcrdt\u00fcr. K\u00fcrdce, lisan-\u0131 maderzadidir (anadilidir). Ziya Bey lisan\u0131 maderzadini alelade bilmekte iktifa etmemi\u015f, bu lisan\u0131 bir \u00e2lim, bir linguiste nazar\u0131yla tedkik eylemi\u015f ve vaktiyle de bir K\u00fcrdce gramer v\u00fccuda getirmi\u015fti. Bu itibar ile K\u00fcrdce hakk\u0131ndaki h\u00fckm\u00fc, suret-i mahsusada k\u0131ymet ve ehemmiyeti haizdir.<\/p>\n<p>1926 senesinde merhum Ziya Bey\u2019in Giresun gazetesinde bir eseri tefrika ediliyordu. Ziya Bey bu eserin bir noktas\u0131nda K\u00fcrdceyi di\u011fer \u015eark lisanlar\u0131yla mukayese ederken diyor ki \u2018K\u00fcrdce, Arabca da d\u00e2hil olmak \u00fczere, \u015fark\u0131n en zengin lisan\u0131d\u0131r.\u201d (s.91)<\/p>\n<p><strong>\u201c\u0130ki T\u00fcrkiye\u201d<\/strong><\/p>\n<p>Mektubunun ilk k\u0131sm\u0131nda ise Celadet Bey, hukuk\u00e7u ve siyaset\u00e7i \u015fapkas\u0131yla rejimin K\u00fcrt politikalar\u0131n\u0131 mercek alt\u0131na al\u0131r ve Kemalist rejimin K\u00fcrt kar\u015f\u0131t\u0131 bir siyasetle alabilece\u011fi bir yolunun olmad\u0131\u011f\u0131n\u0131 s\u00f6yler. Ona g\u00f6re, m\u00fctareke d\u00f6neminde biri Ankara, di\u011feri ise \u0130stanbul taraf\u0131ndan idare edilen \u0130ki T\u00fcrkiye vard\u0131r. Mustafa Kemal dirayetli bir y\u00f6netimle bu ikili\u011fe bir son verir; \u0130mparatorlu\u011fu tarihe g\u00f6m\u00fcp Cumhuriyet\u2019i kurar ve Lozan Antla\u015fmas\u0131 ile de bunu uluslararas\u0131 camiaya kabul ettirir.<\/p>\n<p>Ne var ki, bu tekli\u011fi muhaliflerin kanun dairesinde muhalif olma haklar\u0131n\u0131 sa\u011flayarak ger\u00e7ekle\u015ftirmez. Aksine muhaliflerin bir b\u00f6l\u00fcm\u00fcn\u00fc zorla yurt d\u0131\u015f\u0131na g\u00f6nderir, di\u011fer bir b\u00f6l\u00fcm muhalif ise can derdine d\u00fc\u015f\u00fcp yurt d\u0131\u015f\u0131na ka\u00e7mak zorunda kal\u0131r. B\u00f6ylece \u0130stanbul-Ankara ikili\u011fini ortadan kald\u0131rmak i\u00e7in m\u00fcracaat edilen y\u00f6ntemler, yeni bir ikili\u011fe sebep olur: Dahili T\u00fcrkiye ve Harici T\u00fcrkiye.<\/p>\n<p>Celadet Bey, umumi bir aff\u0131n g\u00fcndeme gelmesinin alt\u0131nda, Kemalist h\u00fck\u00fcmetin bu ikili\u011fi ortadan kald\u0131rma gayesinin yatt\u0131\u011f\u0131n\u0131 ifade eder. Zira \u00fclkeden kopup d\u0131\u015far\u0131da bir T\u00fcrkiye in\u015fa edenler, i\u00e7erideki T\u00fcrkiye\u2019nin ba\u015f\u0131n\u0131 her daim tehlikeye sokabilirler. O halde d\u0131\u015fardakilerin m\u00fcnasip bir yolla i\u00e7eriye al\u0131nmas\u0131 laz\u0131m gelir. Af da bunu sa\u011flayacak mekanizmalardan biridir. Ve bu aff\u0131n, \u00f6ncelikli hedef kitlesi de K\u00fcrtlerdir.<\/p>\n<p>Lakin bu af, K\u00fcrtleri i\u00e7eri \u00e7ekebilecek evsafta de\u011fildir. \u00c7\u00fcnk\u00fc devlet ricali, K\u00fcrt kelimesini kullanmaktan ve Celadet Bey\u2019in deyimiyle bir \u201cK\u00fcrdistan meselesi\u201dnin varl\u0131\u011f\u0131n\u0131 kabulden imtina etmektedir. Cesur ki\u015fili\u011fiyle bilinmesi ra\u011fmen Mustafa Kemal de, bu meselede ger\u00e7ekle y\u00fczle\u015fmekten ka\u00e7\u0131nmakta, ge\u00e7ici \u00f6nlemlerle i\u015fi idare etmeye \u00e7al\u0131\u015fmaktad\u0131r. Netice; kanayan bu yaran\u0131n di\u011fer yaralar\u0131 da derinle\u015ftirmesi ve \u00e7\u00f6z\u00fcm\u00fcn her ge\u00e7en g\u00fcn daha da zorla\u015fmas\u0131d\u0131r.<\/p>\n<p>\u201cPa\u015fa Hazretleri, maruf olan \u015fahsi ve medeni cesaretinize ra\u011fmen, bilmem ki neden \u015fimdiye kadar T\u00fcrkiye\u2019de bir K\u00fcrdistan meselesinin mevcudiyetini sarahaten itiraf edemediniz, bu itiraf i\u00e7in kuvvet ve kudrete ziyadesiyle itimat etti\u011finiz iradenizle o cesareti bulamad\u0131n\u0131z. \u00d6yle bir K\u00fcrdistan meselesi ki h\u00fck\u00fcmetinizi, onunla me\u015fgul olurken karars\u0131zl\u0131klara, teredd\u00fctlere, ricatlara ve yar\u0131m tedbirlere sevk ediyor.\u201d (s.39)<\/p>\n<p><strong>\u201cBu Ocaklar Size T\u00fcrk\u00e7\u00fc Yeti\u015ftirdi\u011fi Kadar Bize de K\u00fcrd\u00e7\u00fc Yeti\u015ftiriyordu\u201d<\/strong><\/p>\n<p>Celadet Bey, bunun i\u00e7in, evvela meselenin arka plan\u0131n\u0131 anlamak gerekti\u011finden bahseder ve kendi perspektifinden K\u00fcrdistan meselesine dair bir tarih\u00e7e sunar. Ona g\u00f6re, bu mesele K\u00fcrt a\u015firetlerinin \u0130dris-i Bitlisi vas\u0131tas\u0131yla Yavuz Sultan Selim\u2019e biat ettikleri g\u00fcnden itibaren mevcuttur. Bug\u00fcn bu mesele ne bir feodalizm ne bir mezhep ve ne de bir a\u015firet meselesidir; bu bir milliyet meselesidir.<\/p>\n<p>Osmanl\u0131\u2019n\u0131n son d\u00f6nemlerinde ba\u015flayan ve Cumhuriyet ile h\u0131z verilen T\u00fcrk\u00e7\u00fcl\u00fck, K\u00fcrtlerde zaten tarihi olarak var olan bu \u201cmilliyet cereyan\u0131n\u0131\u201d harlar. Zira \u0130mparatorluk s\u0131n\u0131rlar\u0131 i\u00e7indeki gayri-T\u00fcrk unsurlar\u0131 denklemin d\u0131\u015f\u0131na iten ve \u201cT\u00fcrkiye\u2019de T\u00fcrk\u2019ten ba\u015fka bir milli unsur yoktur ve olmamal\u0131d\u0131r\u201d d\u00fc\u015f\u00fcncesine dayanan bir d\u00fczen kurma \u00e7abas\u0131n\u0131n, kendi kar\u015f\u0131t\u0131n\u0131 yaratmas\u0131 ka\u00e7\u0131n\u0131lmaz olur.<\/p>\n<p>\u201cBu \u015f\u00f6ven milliyetperverli\u011fin, daha do\u011fru bir ta\u2019bir ile ba\u015fka milletlerin kan\u0131yla v\u00fccuda getirilmek istenilen yeni milliyetin literat\u00fcr\u00fcn\u00fc yapmak \u00fczere yer yer T\u00fcrk Ocaklar\u0131, T\u00fcrk Yurtlar\u0131 tesis olundu. Mecmualar ve kitaplar ne\u015fredildi. Gen\u00e7lere bu yurt ve ocaklarda hususi bir terbiye veriliyordu. Rehberlerin itikad\u0131nca bu ocaklar\u0131n e\u015fi\u011finde ilk temsil ameliyesi yap\u0131l\u0131yordu.
