T\u00fcrkiye\u2019de bu konuda yap\u0131lan \u00e7al\u0131\u015fmalar\u0131n say\u0131s\u0131 ve kalitesi T\u00fcrkiye\u2019deki dilsel \u00e7e\u015fitlilik ile maalesef ters orant\u0131l\u0131d\u0131r. Yirminci y\u00fczy\u0131lda Osmanl\u0131 Devleti\u2019nden T\u00fcrkiye Cumhuriyeti\u2019ne ge\u00e7i\u015f s\u00fcresi sonras\u0131 T\u00fcrk\u00e7e d\u0131\u015f\u0131 dillerin inkar\u0131na dayal\u0131 milliyet\u00e7i dil politikalar\u0131 bu \u00e7al\u0131\u015fmalar\u0131n her anlamda eksikli\u011findeki ana nedenlerden biridir. Ancak bu politikalar\u0131n k\u0131smen gev\u015fedi\u011fi belli d\u00f6nemlerde diller hakk\u0131nda \u00e7al\u0131\u015fmalar\u0131n say\u0131s\u0131 artsa da insan haklar\u0131n\u0131n bir par\u00e7as\u0131 olarak dil haklar\u0131n\u0131n ayn\u0131 oranda ilgi g\u00f6rmedi\u011fini s\u00f6yleyebiliriz. 1990lardan itibaren, \u00f6zellikle 2015 \u00f6ncesi AKP h\u00fck\u00fcmeti d\u00f6neminde ya\u015fanan \u00f6nemli \u2018a\u00e7\u0131l\u0131m\u2019 ve k\u0131smi demokratikle\u015fme s\u00fcre\u00e7lerinin par\u00e7as\u0131 olarak kar\u015f\u0131m\u0131za \u00e7\u0131kan dilsel \u00e7o\u011fulcu faaliyet ve \u00fcretim patlamas\u0131, bunda belirleyici rol oynayan sivil toplum akt\u00f6rlerinin \u00e7abas\u0131 ve AB uyum s\u00fcreci sayesinde T\u00fcrkiye\u2019de dilsel \u00e7o\u011fullu\u011fu k\u0131smen de olsa ortaya \u00e7\u0131karmaya adayd\u0131. Bu s\u00fcrecin \u00f6nemli par\u00e7as\u0131 olan hukuki ve idari d\u00fczenlemelerden birini de \u2018Ya\u015fayan Diller ve Leh\u00e7eler\u2019 (YDL) ad\u0131 alt\u0131nda Mill\u00ee E\u011fitim Bakanl\u0131\u011f\u0131\u2019na (MEB) ba\u011fl\u0131 ortaokullarda (5-8. s\u0131n\u0131flarda) se\u00e7meli dil dersleri (SDD) verilmeye ba\u015flanmas\u0131 olu\u015fturuyordu. Hem T\u00fcrk\u00e7e-d\u0131\u015f\u0131 T\u00fcrkiye dillerinin resmen kabul\u00fc hem de tek\u00e7i ve inkarc\u0131 ulus in\u015fa s\u00fcrecinin en \u00f6nemli kurumlar\u0131ndan MEB okullar\u0131nda \u00f6\u011fretilmesinin \u00f6n\u00fcn\u00fcn a\u00e7\u0131lmas\u0131, asl\u0131nda T\u00fcrkiye\u2019de ya\u015fanan dil haklar\u0131yla ilgili inkar ve hak ihlallerine kar\u015f\u0131 devrim niteli\u011finde bir ad\u0131m olarak g\u00f6r\u00fclebilece\u011fi gibi, devletin zaten sahip oldu\u011fu anadilini \u00f6\u011frenme hakk\u0131n\u0131 kulland\u0131rma y\u00fck\u00fcml\u00fcl\u00fc\u011f\u00fcn\u00fc yerine getirmeye ba\u015flamas\u0131 ba\u011flam\u0131nda \u2018normalle\u015fme\u2019 s\u00fcrecinin par\u00e7as\u0131 olarak da g\u00f6r\u00fclebilir.<\/p>\n<p>Bu kadar \u00f6nemli bir hakk\u0131n ortaya \u00e7\u0131k\u0131\u015f\u0131, mevzuat\u0131n\u0131n olu\u015fmas\u0131 ve uygulanmas\u0131 s\u00fcrecini konunun ba\u011flam\u0131 olarak dikkate alan bu rapor, i\u00e7erik analizi \u00fczerinden bu meselenin medyada nas\u0131l ele al\u0131nd\u0131\u011f\u0131n\u0131 ve anket \u00fczerinden konuyla ilgili aktivistlerin bu konudaki alg\u0131s\u0131n\u0131\/tavr\u0131n\u0131 analiz ederken, di\u011fer yandan bu dersleri veren \u00f6\u011fretmenlerle yap\u0131lan m\u00fclakatlar arac\u0131l\u0131\u011f\u0131yla uygulamada kar\u015f\u0131la\u015f\u0131lan sorunlar\u0131 ve bunlar\u0131 a\u015fma mekanizmalar\u0131n\u0131 ele almaya \u00e7al\u0131\u015fmaktad\u0131r. Devletin bizzat kendisinin sundu\u011fu hakk\u0131 yeterince sahiplenmedi\u011fini ve hatta m\u00fcmk\u00fcn oldu\u011funca g\u00f6r\u00fcnmez k\u0131larak bazen uygulanmas\u0131n\u0131 engelledi\u011fini ortaya \u00e7\u0131karan bu rapor, ayn\u0131 zamanda medyan\u0131n, aktivistlerin ve okullardaki sorumlular\u0131n bu hakk\u0131n yeterince ve gere\u011fince kullan\u0131lmamas\u0131nda b\u00fcy\u00fck sorumluluk sahibi olduklar\u0131n\u0131 g\u00f6stermektedir.<\/p>\n<p>2012\u2019den g\u00fcn\u00fcm\u00fcze Milli E\u011fitim Bakanl\u0131\u011f\u0131\u2019na ba\u011fl\u0131 okullarda Ya\u015fayan Diller ve Leh\u00e7eler ad\u0131 alt\u0131nda okutulan se\u00e7meli dersler (MEB taraf\u0131ndan kullan\u0131lan isimlendirmeyle ve alfabetik s\u0131rayla) \u015funlard\u0131r: Abazaca, Adi\u011fece, Arnavut\u00e7a, Bo\u015fnak\u00e7a, G\u00fcrc\u00fcce, Kurman\u00e7\u00e7a, Lazca, ve Zazaca.<\/p>\n<p>2021 May\u0131s ve Haziran aylar\u0131nda bu derslere giren \u00f6\u011fretmenlerle Zoom \u00fczerinden g\u00f6r\u00fc\u015fmeler ger\u00e7ekle\u015ftirdik. YDL\u2019nin as\u0131l y\u00fck\u00fcn\u00fc \u00fczerinde ta\u015f\u0131yan \u00f6\u011fretmenlerle yap\u0131lan g\u00f6r\u00fc\u015fmeler arac\u0131l\u0131\u011f\u0131yla dersin i\u015fleyi\u015fini, uygulamadaki sorunlar\u0131, bu sorunlar\u0131n a\u015f\u0131lmas\u0131nda kullan\u0131lan y\u00f6ntemleri, T\u00fcrkiye\u2019nin \u00e7e\u015fitli yerlerindeki \u00f6\u011fretmenlerin ortakla\u015ft\u0131klar\u0131 ya da ayr\u0131\u015ft\u0131klar\u0131 olgular\u0131 anlamay\u0131 d\u00fc\u015f\u00fcnd\u00fck. Bu g\u00f6r\u00fc\u015fmelerde ayr\u0131ca kendi ki\u015fisel hikayelerini ve tecr\u00fcbelerini dinledik. Bu diller i\u00e7in s\u00fcrecin nas\u0131l geli\u015fti\u011fini raporumuzda okuyucuya aktarmaya \u00e7al\u0131\u015ft\u0131k.<\/p>\n<p>Anadilinde e\u011fitim hakk\u0131 uluslararas\u0131 hukuk taraf\u0131ndan korunan temel bir hakt\u0131r. Bu normun bir \u00e7e\u015fit yans\u0131mas\u0131 olarak T\u00fcrkiye\u2019de g\u00fcndeme al\u0131nan YDL se\u00e7meli dersi bu evrensel hakk\u0131n gereklerini kar\u015f\u0131lamad\u0131\u011f\u0131 gibi asl\u0131nda hi\u00e7bir \u015fekilde \u2018anadilinde e\u011fitim\u2019 olarak g\u00f6r\u00fclemez. Bu sebeple bu derslerin a\u00e7\u0131lmas\u0131 T\u00fcrkiye\u2019de az\u0131nl\u0131k dilleri \u00fczerinde dil politikalar\u0131nda iyile\u015fme y\u00f6n\u00fcnde \u00f6nemli bir ad\u0131m olarak g\u00f6r\u00fclse de bu konuda yap\u0131lacak \u00e7ok i\u015f vard\u0131r.
