Bug\u00fcn ne kadar\u0131 var, bilinmiyor.<\/strong><\/em><\/p>\n<p>Ge\u00e7ti\u011fimiz hafta (21 \u015eubat) \u2018D\u00fcnya Anadili G\u00fcn\u00fc\u2019 idi ve bu g\u00fcn nedeniyle, ulus devletlerin Dil Bayramlar\u0131n\u0131n \u00f6teki y\u00fcz\u00fc yeniden g\u00fcndeme geldi. \u00d6teki y\u00fcz, kendi dilleri i\u00e7in bayram icat eden devletlerin, k\u0131r\u0131ma u\u011fratt\u0131klar\u0131 dillerin \u00f6yk\u00fclerini kaps\u0131yordu. Zira h\u00e2kim ulusal dil(ler) i\u00e7in \u2018bayram\u2019 olan durum, di\u011fer dillerin \u00e7o\u011fu i\u00e7in bir t\u00fcr cenaze merasimi anlam\u0131na geliyordu.<\/p>\n<p>Tecr\u00fcbelerin g\u00f6sterdi\u011fi gibi d\u00fcnyan\u0131n de\u011fi\u015fik co\u011frafyalar\u0131nda ulusal in\u015fa, ulus kavram\u0131 d\u0131\u015f\u0131nda kalan kimlikleri olabildi\u011fi \u00f6l\u00e7\u00fcde g\u00f6r\u00fcnmez alanda tutmu\u015f ve\/veya tasfiye etmeye \u00e7al\u0131\u015fm\u0131\u015ft\u0131. \u00c7\u00fcnk\u00fc ulusun in\u015fas\u0131, kendine ait sayd\u0131\u011f\u0131 co\u011frafyada, ulus dilinin in\u015fas\u0131n\u0131 da gerekli k\u0131l\u0131yordu. Frans\u0131z ulus\u00e7ulu\u011funda oldu\u011fu gibi k\u00fclt\u00fcrel birli\u011fin temel sembol\u00fc olarak se\u00e7ilen ortak dil, di\u011fer dillerin asimilasyonunu m\u00fcmk\u00fcn k\u0131lacak ortam\u0131 da yaratm\u0131\u015ft\u0131. Alman siyasi gelene\u011finde ise ulus, soya dayal\u0131 olarak tan\u0131mlanm\u0131\u015f ve Almanca, ulusal birli\u011fin temeli olarak kabul edilmi\u015fti. Di\u011fer \u00fclkelerde de durum farkl\u0131 de\u011fildi. Milliyet\u00e7i politikalar\u0131n yol a\u00e7t\u0131\u011f\u0131 k\u0131r\u0131mlardan diller de etkilenmi\u015fti. Hatta denilebilir ki modern zamanlar, tam manas\u0131yla dillerin k\u0131r\u0131m\u0131 d\u00f6nemiydi.<\/p>\n<p>Modern siyasal kurumlar olarak ulus devletler, ulusal in\u015fa s\u00fcrecinde kendi anadillerini de in\u015fa etmek i\u00e7in \u00e7e\u015fitli kurumsal ara\u00e7lar geli\u015ftirmi\u015flerdi. Ulus devletlerin kurucu ideolojisi olarak milliyet\u00e7ili\u011fin ba\u015fl\u0131ca arac\u0131 da ulusun dilini ayaklar\u0131 \u00fczerine oturtmakt\u0131. Bu y\u00fczden milliyet\u00e7i ayd\u0131nlar, dili \u00f6zel bir \u00e7al\u0131\u015fma alan\u0131 olarak ele almaktayd\u0131lar. Onlar i\u00e7in dil, ulusal uyan\u0131\u015f\u0131n sembol\u00fcyd\u00fc. Bundan dolay\u0131 dilin zay\u0131flamas\u0131 da bir anlamda ulusun \u00f6l\u00fcm\u00fcyd\u00fc. Dil kurumlar\u0131 b\u00fcy\u00fck \u00f6l\u00e7\u00fcde ayn\u0131 modern s\u00fcre\u00e7lerde ortaya \u00e7\u0131kt\u0131.<\/p>\n<p><strong>K\u00fcreselle\u015fme ve diller<\/strong><\/p>\n<p>Bug\u00fcn s\u00f6z konusu modern tarihsel tecr\u00fcbeye bakt\u0131\u011f\u0131m\u0131zda, Birle\u015fmi\u015f Milletler E\u011fitim, Bilim, K\u00fclt\u00fcr \u00d6rg\u00fct\u00fcn\u00fcn (UNESCO) 2000 y\u0131l\u0131nda bir kararla 21 \u015eubat tarihini D\u00fcnya Anadil G\u00fcn\u00fc olarak ilan etmesinin \u00e7ok dikkat \u00e7ekici oldu\u011funu; hatta dil\u2019in modernlik-k\u00fcresellik geriliminin anahtar kelimelerinden biri oldu\u011funu s\u00f6yleyebiliriz.<\/p>\n<p>Sosyal bilimcilerin farkl\u0131 parametreden tart\u0131\u015ft\u0131klar\u0131 k\u00fcreselle\u015fme olgusunun herhalde belirgin \u00f6zelliklerinden birisi, modern d\u00fcnyan\u0131n kat\u0131 ulusall\u0131k hallerinin bir \u00f6l\u00e7\u00fcde gev\u015femi\u015f olmas\u0131d\u0131r. Bunun nedeni ileti\u015fim\/ula\u015f\u0131m teknolojisinin ola\u011fan\u00fcst\u00fc geli\u015fmesi ve s\u0131n\u0131rlar aras\u0131 ge\u00e7i\u015fkenlik imk\u00e2nlar\u0131n\u0131n artmas\u0131d\u0131r. Bu durum k\u00fcresel d\u00fcnyan\u0131n, farkl\u0131 dilleri ke\u015ffetmesini de sa\u011flam\u0131\u015ft\u0131r. Yerele ait olan ya da oldu\u011fu varsay\u0131lan diller, bu yeni ortamda kendilerini in\u015fa edecek yollar\u0131 ve ara\u00e7lar\u0131 geli\u015ftirme imk\u00e2n\u0131 bulmu\u015flard\u0131r.<\/p>\n<p>Bunun sonucudur ki \u00f6zellikle 1980\u2019li y\u0131llardan bu yana d\u00fcnyada hem yerelin ke\u015ffi hem de modern d\u00fcnyan\u0131n b\u00fcy\u00fck \u00f6l\u00e7\u00fcde mezara koymaya \u00e7al\u0131\u015ft\u0131\u011f\u0131 diller i\u00e7in bir yeniden do\u011fma imk\u00e2n\u0131 ortaya \u00e7\u0131km\u0131\u015ft\u0131r. Kimlik m\u00fccadeleleri olarak tan\u0131mlanan toplumsal hareketlerin bu \u00f6zel t\u00fcr\u00fcn\u00fcn temel dayana\u011f\u0131 da esas olarak dil olmu\u015ftur; ya da \u015f\u00f6yle s\u00f6yleyelim: Diller, k\u00fcresel d\u00fcnyan\u0131n etnik veya ulusal m\u00fccadelelerinde temel taleplerin ba\u015f\u0131na oturmu\u015ftur. D\u00fcnyada bir\u00e7ok kurum, kaybolan ya da kaybedilen dillerin \u00f6yk\u00fcleriyle ilgilenmektedirler.<\/p>\n<p>Ge\u00e7mi\u015fte ulus devletler, ulusun dili d\u0131\u015f\u0131ndaki dilleri nas\u0131l tasfiye edebileceklerinin hesab\u0131n\u0131 yap\u0131yorlard\u0131. K\u00fcresel d\u00fcnyada yine ulus devletlerin \u00e7at\u0131 \u00f6rg\u00fct\u00fc olan Birle\u015fmi\u015f Milletler ise b\u00fcy\u00fck k\u0131sm\u0131 art\u0131k kaybolmaya y\u00fcz tutmu\u015f dilleri nas\u0131l yeniden in\u015fa edilebilece\u011finin hesab\u0131n\u0131 yap\u0131yor. D\u00fcnya yakla\u015f\u0131k son elli y\u0131ld\u0131r y\u0131ld\u0131r bu ilgin\u00e7 deneyimi ya\u015f\u0131yor.<\/p>\n<p>12 Eyl\u00fcl Darbesi\u2019nden sonra \u2018vatanda\u015f T\u00fcrk\u00e7e konu\u015f\u2019 kampanyas\u0131 yap\u0131lm\u0131\u015ft\u0131.<\/p>\n<p><strong>T\u00fcrk Dil Bayram\u0131<\/strong><\/p>\n<p>T\u00fcrk ulus kimli\u011finin in\u015fas\u0131 da bu genel e\u011filime uygun olarak tezah\u00fcr etmi\u015ftir. 1924\u2019te T\u00fcrk\u00e7e resm\u00ee dil olarak anayasada yer ald\u0131\u011f\u0131nda, yeni rejimin yapaca\u011f\u0131 di\u011fer \u00e7al\u0131\u015fmalar da arka arkaya gelmi\u015fti. 1928\u2019de lisan\u0131m\u0131zda Latin harflerinin suret ve imkan-\u0131 tatbikini d\u00fc\u015f\u00fcnmek \u00fczere Maarif Vekaleti b\u00fcnyesinde bir dil enc\u00fcmeni kurulmu\u015f ve bir harf sistemi olu\u015fturulmu\u015ftu. Bunu alfabe seferberli\u011fi takip edecekti. 1929\u2019dan itibaren yeni alfabeyi kamu ileti\u015fiminde zorunlu hale getiren bir yasal d\u00fczenleme de yap\u0131lm\u0131\u015ft\u0131. 11 Kas\u0131m 1928\u2019de Bakanlar Kurulu, yeni alfabe kanununun TBMM\u2019de kabul edilmesinden on g\u00fcn sonra t\u00fcm halk\u0131 bu harflerle okuryazar hale getirecek Millet Mektepleri Talimatnamesini \u00e7\u0131karm\u0131\u015ft\u0131. Hemen sonras\u0131nda Millet Mektepleri Te\u015fkilat\u0131 kurulmu\u015f ve 16-40 ya\u015f aras\u0131 yurtta\u015flar\u0131n yeni alfabe ile okuryazar yap\u0131lmas\u0131na imk\u00e2n sa\u011flayacak okullar kurulmu\u015ftu. K\u0131saca T\u00fcrk ulusal dilinin in\u015fas\u0131na hem yeni bir alfabe ile hem de e\u011fitim dili olarak kullan\u0131lmas\u0131yla ba\u015flanm\u0131\u015ft\u0131. Cumhuriyetin T\u00fcrk dilini geli\u015ftirme ve y\u00fcceltme politikalar\u0131n\u0131n fiili ayaklar\u0131 da geli\u015ftirilmi\u015fti. \u2018Vatanda\u015f T\u00fcrk\u00e7e Konu\u015f\u2019 kampanyalar\u0131 herkese, T\u00fcrk\u00e7e konu\u015fmaya y\u00f6nelik bir mecburi davetti. Bu kampanya \u0130stanbul Hukuk Fak\u00fcltesi Talebe Cemiyeti\u2019nin 1928\u2019de yap\u0131lan bir kongresinde al\u0131nan bir karara dayan\u0131yordu. Kongre, \u0130stanbul ba\u015fta olmak \u00fczere, az\u0131nl\u0131klar\u0131n umumi yerlerde T\u00fcrk\u00e7eden ba\u015fka bir lisan kullanmalar\u0131n\u0131 yasaklamay\u0131 talep etmi\u015fti.<\/p>\n<p>T\u00fcrkiye, di\u011fer ulus devletlere uyarak bir \u201cdil bayram\u0131\u201dna da o s\u00fcre\u00e7te karar vermi\u015fti. 1932 y\u0131l\u0131nda Atat\u00fcrk\u2019\u00fcn kat\u0131l\u0131m\u0131yla d\u00fczenlenen I. T\u00fcrk Dili Kurultay\u0131\u2019n\u0131n a\u00e7\u0131l\u0131\u015f g\u00fcn\u00fc olan 26 Eyl\u00fcl, bayram i\u00e7in uygun tarih olarak g\u00f6r\u00fclm\u00fc\u015ft\u00fc. Kurultay Ba\u015fkan\u0131 Kaz\u0131m \u00d6zalp, \u015fair ve yazar Halit Fahri Ozansoy\u2019un bu b\u00fcy\u00fck toplant\u0131n\u0131n T\u00fcrk dilinin bayram\u0131 olmas\u0131 nedeniyle a\u00e7\u0131l\u0131\u015f g\u00fcn\u00fc olan 26 Eyl\u00fcl\u2019\u00fcn Dil Bayram\u0131 olarak kutlanmas\u0131n\u0131 teklif etti\u011fini bildirmi\u015f ve kurultay \u00fcyeleri oy birli\u011fi ile \u00f6nergeyi kabul etmi\u015fti. Kurultay konu\u015fmac\u0131lar\u0131ndan Besim Atalay, \u201cBeni sevindiren bu b\u00fcy\u00fck bayram\u0131, ben de b\u00fcy\u00fck milletime kutlular\u0131m. Bayram milletimin bayram\u0131d\u0131r. Bayram T\u00fcrk budunun bayram\u0131d\u0131r\u201d diyerek dil bayram\u0131ndan duydu\u011fu sevinci ifade etmi\u015fti. O g\u00fcnden sonra 26 Eyl\u00fcl T\u00fcrkiye\u2019de Dil Bayram\u0131 olarak kutlanmaktad\u0131r.<\/p>\n<p><strong>1965 say\u0131m\u0131: T\u00fcrkiye\u2019de dil manzaralar\u0131<\/strong><\/p>\n<p>Dil bayram\u0131n\u0131n pek \u00e7ok sosyolojik\/k\u00fclt\u00fcrel\/siyasal etkisinden s\u00f6z edebiliriz. Bunlar\u0131n bir k\u0131sm\u0131 T\u00fcrkiye\u2019nin dilsel \u00e7e\u015fitlili\u011fine dair toplumsal manzarayla birle\u015fince daha da \u00f6nem kazanm\u0131\u015ft\u0131r. Bu ba\u011flamda belgelere\/verilere bak\u0131ld\u0131\u011f\u0131nda 1965 y\u0131l\u0131 n\u00fcfus say\u0131mlar\u0131 son derece \u00f6nemli bir d\u00f6nemeci te\u015fkil eder. Zira bu say\u0131m\u0131n bir \u00f6zelli\u011fi kimlik kategorilerini tespit etmeye yarayan anadiliniz nedir sorusuna verilen cevaplar\u0131n ara\u015ft\u0131rmac\u0131lara a\u00e7\u0131k oldu\u011fu son n\u00fcfus say\u0131m\u0131 olmas\u0131d\u0131r. Sonraki say\u0131mlar\u0131n bir k\u0131sm\u0131nda da bu soru vard\u0131r ama verilerini g\u00f6rebilme imk\u00e2n\u0131 yoktur. \u0130kinci \u00f6zelli\u011fi, 1960\u2019l\u0131 y\u0131llar devletin n\u00fcfus politikalar\u0131ndaki k\u0131r\u0131lmalarla ilgilidir. 60\u2019l\u0131 y\u0131llarda sistemin n\u00fcfusu \u00e7o\u011faltma politikalar\u0131ndan vazge\u00e7ilmi\u015ftir. T\u00fcrkiye\u2019nin ilk n\u00fcfus enstit\u00fcs\u00fc de yine bu y\u0131llarda kurulmu\u015ftur. \u00d6te yandan bu say\u0131mda ortaya \u00e7\u0131kan anadil haritalar\u0131na dair veriler, 1927 y\u0131l\u0131ndan bu yana s\u00fcrd\u00fcr\u00fclen n\u00fcfus ve dil politikalar\u0131n\u0131n ne t\u00fcr sonu\u00e7lar \u00fcretti\u011fini g\u00f6rme imkan\u0131 da sa\u011flamaktad\u0131r. Bunlardan dolay\u0131 1965 y\u0131l\u0131 Genel N\u00fcfus Say\u0131m\u0131 verileri kendi ba\u015f\u0131na ele al\u0131nmay\u0131 gerektirecek \u00f6nemdedir.<\/p>\n<p>24 Ekim 1965 tarihli n\u00fcfus say\u0131m\u0131na dair resmi belgede T\u00fcrkiye\u2019nin toplam n\u00fcfusu 31 milyon 391 bin 421 olarak tespit edilmi\u015ftir. Bu say\u0131m\u0131n ilgin\u00e7 \u00f6zelliklerinden birisi T\u00fcrkiye\u2019deki anadilleri \u201c\u0130slam Az\u0131nl\u0131k dilleri\u201d ve \u201cDi\u011fer Az\u0131nl\u0131k Diller\u201d olarak tasnif etmi\u015f olmas\u0131d\u0131r. \u0130slam Az\u0131nl\u0131k Dilleri i\u00e7indeki anadil verileri, yani bu dilleri, anadil olarak belirtenlerin say\u0131lar\u0131 \u015f\u00f6yledir: T\u00fcrk\u00e7e (28.312.788), Bo\u015fnakca (37.237), Arnavut\u00e7a (40.688), \u00c7erkes\u00e7e (55.030), Abhazca (7.836), G\u00fcrc\u00fcce (48.976), K\u00fcrt\u00e7e (1.752.858), Zazaca (112.701), Acemce (2.175), Arap\u00e7a (357.058), Lazca (59.101), Pomak\u00e7a (37.010). Di\u011fer az\u0131nl\u0131k dilleri kategorisindeki bilgiler ise \u015f\u00f6yledir: Ermenice (23.282), Rumca (82.144), \u0130branice (3.793), Bulgarca (47.092), S\u0131rp\u00e7a (59.578), Almanca (36.494), \u0130ngilizce (161.633), Frans\u0131zca (97.277).<\/p>\n<p>Bu veriler 1927 n\u00fcfus say\u0131m\u0131 verileriyle k\u0131yasland\u0131\u011f\u0131nda pek \u00e7ok dilde radikal azalmalar oldu\u011fu g\u00f6stermektedir. Fakat yine de bu diller, T\u00fcrkiye n\u00fcfusunun bir kesimi taraf\u0131ndan \u2018anadil\u2019 olarak ifade edilip kay\u0131tlara ge\u00e7mi\u015ftir. Yani T\u00fcrkiye\u2019nin dilsel haritas\u0131ndaki \u00e7e\u015fitlilik bunca radikal politika ve pratiklere ra\u011fmen 1965 y\u0131l\u0131nda varl\u0131\u011f\u0131n\u0131 hala b\u00fcy\u00fck \u00f6l\u00e7\u00fcde korumaktayd\u0131.<\/p>\n<p><strong>En \u00e7ok konu\u015fulan ikinci ve \u00fc\u00e7\u00fcnc\u00fc diller<\/strong><\/p>\n<p>1965 n\u00fcfus say\u0131m\u0131n\u0131n verilerinden birisi de vilayetler d\u00fczeyinde en \u00e7ok konu\u015fulan dilleri tespit etmeye imk\u00e2n sunmu\u015f olmas\u0131yd\u0131. Elbette bu veriler d\u00f6nemin politik konjonkt\u00fcr\u00fc ve insanlar\u0131n hangi politik\/k\u00fclt\u00fcrel ortamda sorulara yan\u0131t verdikleri ile birlikte okundu\u011funda ger\u00e7ek durumu tam olarak yans\u0131tm\u0131yordu. Zira insanlar anadili bilgilerini her zaman ve a\u00e7\u0131k\u00e7a (\u00fcstelik kamu g\u00f6revlilerine kar\u015f\u0131) s\u00f6yleyemezlerdi. Bununla birlikte anadil \u00e7e\u015fitlili\u011fine ili\u015fkin somut bir bilgi de ortaya \u00e7\u0131kmaktayd\u0131. O y\u0131llarda T\u00fcrkiye\u2019nin 67 vilayeti vard\u0131 ve bunlar d\u00fczeyinde \u00fclkenin dil haritas\u0131na bakt\u0131\u011f\u0131m\u0131zda \u015fu bilgiler g\u00f6rebiliyordu: T\u00fcrkiye\u2019nin 62 vilayetinde en \u00e7ok konu\u015fulan anadil T\u00fcrk\u00e7e idi. B\u00f6yle bak\u0131ld\u0131\u011f\u0131nda bile T\u00fcrkiye\u2019nin be\u015f vilayetinde (Mardin, Siirt, Diyarbak\u0131r, Hakkari ve Van) 1965 y\u0131l\u0131nda anadilini K\u00fcrt\u00e7e olarak belirtenler ilk s\u0131rada yer al\u0131yorlard\u0131. T\u00fcrk\u00e7e ikinci s\u0131radayd\u0131. Hatta mesela Mardin\u2019de T\u00fcrk\u00e7e ancak \u00fc\u00e7\u00fcnc\u00fc s\u0131radayd\u0131, ikinci s\u0131rada Arap\u00e7a geliyordu.<\/p>\n<p>Daha ilgin\u00e7 olan ise en \u00e7ok konu\u015fulan ikinci diller ba\u011flam\u0131nda T\u00fcrkiye\u2019nin dil haritas\u0131n\u0131n ald\u0131\u011f\u0131 bi\u00e7imdi. Her dili bir renk ile ifade etmi\u015f olsayd\u0131k reng\u00e2renk bir harita \u00e7\u0131kard\u0131. Mesela Afyon, Bal\u0131kesir, Bilecik, Eski\u015fehir, Kayseri, Manisa, Tokat ve Samsun\u2019da en \u00e7ok konu\u015fulan ikinci dil \u00c7erkes\u00e7e idi. Artvin, Burdur, Bursa, Giresun, Ordu ve Sakarya\u2019da en \u00e7ok konu\u015fulan ikinci dil G\u00fcrc\u00fcce idi. Ayd\u0131n ve Nev\u015fehir\u2019de en \u00e7ok konu\u015fulan ikinci dil Arnavut\u00e7a idi. Edirne K\u0131rklareli ve Tekirda\u011f\u2019da en \u00e7ok konu\u015fulan ikinci dil Pomak\u00e7a idi. \u0130zmir, Kocaeli ve K\u00fctahya\u2019da en \u00e7ok konu\u015fulan ikinci dil Bo\u015fnak\u00e7a idi. Bolu\u2019da en \u00e7ok konu\u015fulan ikinci dil Abhazca idi. \u00c7anakkale, \u0130stanbul, Mu\u011fla ve Trabzon\u2019da en \u00e7ok konu\u015fulan ikinci dil Rumca idi.
